As the material carrier of revolutionary history and culture, revolutionary sites and relics record the history of the party and the people's continuous struggle for national independence and liberation, carry the great revolutionary spirit and fine revolutionary tradition, and are an important source of power for the party and the people to overcome difficulties and achieve new victories. It's political and cultural values play a unique role in economic and social development.Since 2012,general secretary Xi Jinping has visited the old revolutionary base areas and holy sites several times, repeatedly stressing the need to protect and make good use of the old revolutionary sites, which has pointed out the direction of development for the protection and utilization of revolutionary sites in the new era.During the revolutionary war,Shandong province was once the location and activity place of important organs of our party and army. Many important revolutionary figures, such as Chen Yi and Su Yu,also carried out revolutionary struggle activities here.History has left Shandong province with many revolutionary relics. In order to protect and utilize these revolutionary relics,Shandong provincial government has made great efforts and made great achievements. However, compared with other old revolutionary base areas in China, such as the former central Soviet area,Yan An and other places, the protection and utilization of revolutionary sites and relics in Shandong province are still relatively backward. From the overall development of Shandong province, the protection and utilization of revolutionary relics has its unique value and function.Taking "research on the protection and utilization of revolutionary sites and relics in Shandong province" as the research topic, this paper mainly explores the general situation of protection and utilization of revolutionary sites and relics at present, and provides countermeasures and Suggestions for further protection and utilization.Through the use of literature research method and qualitative and quantitative analysis, through the collation and analysis of a large number of literature materials, the Shandong provincial government to protect the use of revolutionary sites and heritage resources made efforts to recognize its achievements; At the same time, the author points out the problems existing in the protection and utilization of revolutionary relics in the whole province.Due to the restriction of funds, management system, special laws and regulations and personnel, there are some major problems such as insufficient protection, lack of connotation excavation, neglect of overall protection, poor resource integration, backward display mode and insufficient publicity of some revolutionary relics. At the end of July 2018,the first central policy document on the protection and utilization of revolutionary cultural relics was issued, which raised the protection and utilization of revolutionary relics to a new height. In order to protect and utilize the revolutionary sites of Shandong province,we must pay more attention to them ideologically and form the consciousness of protecting them consciously by the whole people.Change the concept of protection and strengthen the integrity of protection. On the basis of the principle of moderate utilization, the revolutionary sites and relics should be further utilized in terms of resources integration, exhibition level and publicity methods. At the same time, from the four aspects of straightening out the management system, strengthening the construction of talent team, increasing funds input, expanding the sources of funds and improving the special laws and regulations, the implementation guarantee is provided for further implementing the measures related to the protection and utilization of the revolutionary relics resources.
