| In ancient times,construction should follow strict laws and procedures.After the summary and improvement of the past dynasties,a relatively complete engineering system has been formed until the Qing Dynasty.According to the relevant provisions of the engineering construction Law of the Qing Dynasty,the construction of a project usually consists of application and reporting and engineering material evaluation,material preparation and hiring of craftsmen,construction and repair supervision,verification and acceptance,guarantee and maintenance,etc.In the Qing Dynasty,projects as large as the city wall repair,river management,and small as the street repair,all had to follow strict laws and regulations and construction processes.As local public affairs,these projects are related to local economic level and social development.As an integral part of the project,the project fund plays a crucial role in the whole construction process.In order to ensure the smooth progress of the project,the Qing government strictly managed the project funds.This article is based on the engineering camp process,using the Qing Dynasty archives,local records and other historical documents,the Qing Dynasty county construction funds were systematically studied.Sort out the construction process of the project,and make a specific discussion on the estimate of funds,the source and use of funds,and the verification of funds.On this basis,supplemented by a case study,Nanbu County to repair the government road as an example,detailed the construction of the construction process and project funding overview,explore the role played by the officials,gentry and people in this,reveal their role in the project.In addition,conflicts and disputes often occurred in the process of project maintenance,such as encroachment of maintenance funds,arrears of workers’ wages,etc.,to explore the attitudes and reactions between different social groups,reveal the picture of the civil game in the Qing Dynasty state and county society,which is undoubtedly beneficial to a deep examination of the state and county construction funds and local social conditions in the Qing Dynasty. |
