With the acceleration of the construction of Digital China, the core competitiveness of mobile applications has shifted from providing basic services to providing accurate personalized services. The personalized services of mobile applications are realized by obtaining users’ personal privacy information, which means that users face huge privacy risks. Therefore, increasing privacy protection to improve users’ willingness to disclose information is a win-win choice, and standardizing privacy policies is one effective way.Previous studies mainly focused on the overall privacy policies of online websites and mobile applications, while in practical applications, users are more likely to read permission request statements, which mainly explain what data permissions the company discloses to customers, why it needs to use these data permissions, and how to use this data. Therefore, this study believes that it is a procedural privacy policy. In addition, the research results of previous studies on what effects different dimensions of privacy policies have are inconsistent. Therefore, this paper takes the privacy policy in the process of using mobile applications as the core issue of the research, aiming to explore the impact of transparency and protection level of procedural privacy policy on users’ willingness to disclose personal information, and examine the mediating role of trust belief and the moderating role of privacy concern.Study 1 used behavioral experimental methods to study the impact of transparency on individuals’ willingness to disclose personal information. For four types of APPs,procedural privacy policies with high and low transparency were designed and displayed to subjects in the form of permission request interfaces. Two groups of subjects(34 people in the low privacy concern group and 33 people in the high privacy concern group)made behavioral responses and rated their willingness to disclose personal information and trust beliefs.Study 2 further explores the impact of procedural privacy policy protection level on users’ willingness to disclose personal information based on Study 1.For four types of APPs,procedural privacy policies with high and low protection levels were designed and displayed to subjects in the form of permission request interfaces. Two groups of subjects(34 people in the low privacy concern group and 33 people in the high privacy concern group)made behavioral responses and rated their willingness to disclose personal information and trust beliefs. The results of Study 1 and Study 2 show that procedural privacy policies with high transparency and high protection levels can increase users’ willingness to disclose personal information, and this effect can be achieved by increasing trust beliefs.Among them, transparency can only affect individuals’ willingness to disclose personal information by affecting trust beliefs, while protection can not only affect individuals’ willingness to disclose personal information by affecting trust beliefs but also directly affect individuals’ willingness to disclose personal information. In addition, for users with different levels of privacy concerns, transparency has different effects on their willingness to disclose information.Improving transparency can promote low-privacy-concerned users’ willingness to disclose personal information but this effect is not significant for high-privacy-concerned users.Through two behavioral experimental studies, the paper found that procedural privacy policies with high transparency and high protection levels can increase users’ willingness to disclose personal information, and this effect can be achieved by increasing trust beliefs. In addition, for users with different levels of privacy concerns, transparency has different effects on their willingness to disclose information. The research results have certain guiding significance for enterprises to formulate standardized procedural privacy policies: when formulating procedural privacy policies, enterprises should not only improve transparency and protection level but also pay attention to enhancing users’ trust in platforms. In addition,it is necessary to consider differences in procedural privacy policies from overall privacy policies as well as differences among different groups with varying levels of privacy concerns and cultural backgrounds. |
