| This paper takes the social characteristics and governance problems of Wuhan Uprising gate community as the clue,and takes emotion and economy as the context to explore the cultural governance path of urban community.In Uprising gate community,city culture,regional transformation,an aging population and other issues become the background of community governance,which means that the community governance should consider the cultural factors behind the social phenomenon,so solve the problem of present community governance problems need cultural level enhancement,to cultural perspective to explain the social problem and get rid of the governance dilemma,So as to achieve practical feasible and effective governance pattern.The structure of the paper is divided into the following parts:The introduction mainly clarifies the reason and significance of the topic,sorts out the community research and cultural governance research at home and abroad,and makes a series and summary of the community,governance,cultural governance and other elements involved in the topic.The second part of the introduction mainly states the research ideas of this study,and determines the basic methods of this study according to the existing research.The text is divided into three main parts,writing logic for "social facts-theory is feasible-governance practices",namely,starting from the reality,state the present situation and problems of community,to establish a management background,then apply community trait linkage problems to implement adjust measures to local conditions,then carding elements of culture management and governance stresses the point,Then the cultural governance path is implemented on the basis of discussing the feasible governance.The social facts part is the first two chapters of this paper.The first chapter introduces the general situation of Uprising Gate community,including geographical location and population,and the interaction between organizations and subjects at all levels in the social structure.The second chapter is about the problems existing in the community,which are manifested in three aspects: individual performance in urban life,the difficult situation in the neighborhood committee,and the connection between community services and residents’ needs.The theoretical and feasible part is the third chapter of the text,which firstly explores the constituent elements of cultural governance,including the participants,operation mechanism,evaluation system and guarantee system.The second half of this chapter describes the focal point of community cultural governance.Based on the two characteristics of residents,namely economic rationality and emotional needs,the interaction between focal point and governance behavior is based on Maslow’s theory of needs.The part of governance practice is the fourth chapter of the text,which mainly discusses the responsibilities and rights of each social subject in practice from the perspective of micro individual,medium society and macro country at different levels.In the micro individual part,according to the principle of demand and supply,put forward the governance road of economic guidance,emotional supply and empowerment supervision;In the middle view of social organization,it adopts the sub-subject discussion to discuss the cultural governance of neighborhood committee,educational organization and cultural enterprise.In the macro-national part,adhering to the cultural policy regulation under the leadership of the Party is the policy guarantee of cultural governance.In order to promote community autonomy,it is suggested that the government should decentralize the power of community governance and realize grassroots consultation and co-governance.The conclusion part of the thesis combs the whole article and looks forward to the future community work.This paper briefly describes the development process of community in China,the estrangement of multi-culture in social life is gradually reduced,the main demand of community residents at present is the supply of culture,and the long-term work of community in the future must be the co-construction and self-service of cultural space under the autonomy of residents. |
