service function.Community public cultural service system is a system of public cultural services throughout the country and the society level,an important part of the community to perfect the system achieving the overall goal of public cultural service system construction.With the accelerated development of China’s new urbanization,the demand of urban community residents for public cultural conference’s second batch of national demonstration area of public cultural service system,Chongqing Beibei Obtain the qualification successfully.For more than three years,and the model of Beibei district adhere to lead,typical,aiming at the integration of urban and rural public cultural services,scientific planning,emphasizing created,built “a quarter of an hour culture circle” service,take the lead in the city’s establishment of “Beibei district public cultural facilities layout planning(2015-2020)”,build “Bei shell” public digital culture integrated platform,built the first digital cultural center,undertake tasks Chinese culture network television pilot and played a good demonstration role in the national digital culture construction.Beibei district as a demonstration area,the representative of the public cultural service system construction has a certain degree of significance in the process of the construction of the achievements made,new problems have important reference value to improve the public cultural service system in china.This paper takes the city community of Beibei district as the research object,using literature research method,interview method and questionnaire survey method,focus on the construction of public cultural service system,sorting through data analysis,find the existing problems in the construction of public cultural service system of Beibei district,to explore the causes of problems and improvement path.This paper is divided into five parts,from the the ideal design of Beibei district public cultural service system,the actual test and optimization of the path of a systematic demonstration.The first chapter includes the research background and significance,literature review,research methods and innovation and shortcomings;The second chapter expounds the theory of new public management,new public service theory and governance theory three main theoretical basis,definite the related concepts of srveral words,community and city community,public cultural services and public cultural service system and the community public culture service and community public cultural service system;In the third chapter,main content is the ideal design of the public cultural service system of the urban community of Beibei district,including its content and it due state;The fourth chapter analyzes the practical effect of the construction of the public cultural service system of the urban community,and explores the existing problems and causes in the light of the results of the interviews and questionnaires;The fifth chapter in view of the existing problems and reasons,and puts forward specific paths to improve urban community public cultural service system of Beibei,including: strengthening the supply of the main building,improve the professional level;optimizing policy system,plays a guiding role Scientifically;perfecting the system construction,improve the system of norms;improve the coordination mechanism,the release of cooperative governance guide effect;multi subject participation,cultivate the network of social participation;to strengthen infrastructure construction,infrastructure to achieve efficient utilization.This demonstration area in Beibei experience shows that urban community public culture service system construction should firstly based on
