Abstract/Summary:
The conscription system was designed for the purpose of the War of Resistance Against Japanese Aggression,and as a military system that required a high level of organizational and management capabilities,it was closely related to national functions such as administration,education,and public security.National military service is an important part of the wartime national government’s conscription system.Its training methods and principles are widely used in the preparation and training of strong soldiers,maintaining public order,promoting government orders,and civic education.The national military actually assumes the main responsibility for establishing a modern country,reflecting the important characteristics of a modern country such as national awareness and people’s obligations.Before the total resistance against Japanese aggression,Gansu National Military Service was in its infancy,with social military training as its main task.After the outbreak of the total resistance against Japanese aggression,the Gansu Provincial Government,in accordance with the ministerial order,established the National Self Defense Corps with the National Soldier as the main body of wartime national military training.The National Soldier Training began to shift from peacetime social military training to wartime training and began the special trial period for the National Soldier.In the middle and late stages of the total resistance against Japanese aggression,with the deepening of Japanese aggression and the drawbacks of the national military system itself,the central government began to adjust the national military service.In 1940,the National Corps in various parts of Gansu Province was established one after another.As a grassroots organization that integrates the recruitment and supplementary training of national soldiers,it played an important role in organizing and training the standing team,the reserve team,the self-defense team,the reserve team,and the first class of each township(town)protection team.However,due to insufficient funds,unclear functions and powers between the military section and the National Corps under the new county system,and mutual strife among military service cadres at various higher levels,the Gansu National Corps was abolished in 1942,and the business was handled by the county(city)military section.At the same time,due to ethnic settlements and complex social patterns in some regions,the conscription system is difficult to implement,and Gansu Province has had to adopt the policy of replacing people with horse to alleviate the pressure of conscription.In addition,in the face of the widespread behavior of desertion from military service,Gansu Province has focused on carrying out publicity,mobilizing strong soldiers to perform military service,and further improving the grass-roots Baojia system,conducting accurate household registration surveys,and training Baojia personnel,with a view to improving the organizational dilemma of the national military service and playing a certain role.Throughout the implementation of the national military service in Gansu during the war,it played an important role in recruiting and replenishing troops,promoting the improvement of grassroots systems,maintaining local public security,and promoting the War of Resistance,stimulating the awakening of the people’s sense of home country and the modernization of military service awareness,and making positive contributions to the victory of the War of Resistance Against Japan.However,the illegal recruitment of soldiers,maltreatment of strong soldiers,and power strife of cadres at all levels have also led to changes in this system,not only hindering the development of social economy,but also causing heavy damage to the national government itself,shaking the foundation of governance.
