The source text of this translation task is The 14 th Five-Year Plan of Sichuan Province for Culture and Tourism Development. As a government document, the plan was launched by the Sichuan Provincial Department of Culture and Tourism in 2021,looking into the development of the culture and tourism of Sichuan Province in the fourteenth five-year plan. With the slogan of “Sichuan,More Than Panda”,the plan aspires to show a province of diverse cultures to the world. As a significant part of promoting Sichuan culture and tourism to the world,it introduces intangible cultural heritage and tourist attractions unique to Sichuan Province. In the light of Reiss’ s text typology, texts of all kinds can be divided into informative texts, expressive texts, and operative texts which are content-focused,form-focused,and appellative-focused respectively. With the above three characteristics, the source text is a mixture of the three types of text. There exist informative texts such as culture-loaded terms and numeral abbreviations in the source text, offering objective information about Sichuan culture and tourism. And expressive texts like metaphors and repetitive expressions are used to display the esthetic features and convey the viewpoints of the source text author. Also, operative texts like event names and tourism slogans are applied to elicit the readers’ behavioral response.Based on a thorough study of text typology and other related research, the strategies and methods applied to tackling these challenges are explored in the form of case analysis. For the translation of informative texts, the methods of transliteration and annotation are employed to handle the culture-loaded expressions while numeral abbreviations are dealt with by applying liberal translation and explication, both attempting to pursue the accurate and comprehensive conveying of information in the source text.As for the translation of expressive texts like metaphors and repetitions, the methods of borrowing and literal translation are applied respectively, aiming to achieve the goal of transferring the emotion and perspectives of the source text author and reproducing original aesthetic effects by preserving the original rhetorical usages. When translating operative texts like names of activities and tourism slogans, the translator supplements attractive factors or the positive value implied in the names of activities with indirect appellative function, and changes the structure of the slogans by reconstruction and combination, making the target texts imperatives. These two ways intend to reproduce the persuasive function of the source texts, prompting the target readers to participate in activities promoted and embark on a trip to Sichuan Province. With the above translation methods, the target text could better advertise Sichuan’s culture and tourism, providing comprehensive information about the source text, transplanting the original viewpoints, showing the charm of language form, and reproducing the appellative function.Eventually, the translation report puts forward some supporting ideas for the English translation of government documents, hoping to offer references for similar translation studies.
