Research On The Construction Of Rural Public Cultural Service System In P County Of Chengdu

Since the 18 th National Congress of the Communist Party of China,the construction of public cultural service system has been paid more and more attention by the party and the state.With the goal of building a more perfect and perfect modern public cultural service system,governments at all levels have taken multiple measures to systematically promote the improvement of public cultural service level and the high-quality development of public cultural service,and achieved remarkable results.However,it is undeniable that compared with urban areas,the construction of rural public cultural services is lagging behind at this stage,and the overall level is low.The supply of public cultural services cannot effectively meet the urgent needs of rural people for public cultural services.Thus,to further improve and perfect the rural public cultural service system is particularly urgent.Taking P County of Chengdu as an example,this paper studies the construction of rural public cultural service system in P County by means of literature research,field research,questionnaire survey and case study.Under the background of the Chengdu Municipal Government actively building a world cultural city,the rural cultural construction of P County has achieved certain results,the cultural service policy environment has been preliminarily constructed,the infrastructure is becoming more and more perfect,the types of cultural activities are becoming more and more abundant,the talent team is growing,the investment is gradually increasing,and the brand effect is gradually highlighted.Through investigation and analysis,it is found that there are still many problems in the construction of rural public cultural service system in P county,such as poor service policy environment,limited government financial investment,lack of cultural professionals,unbalanced supply of service products,and low participation of cultural service objects.The main reason is that the construction subject is not in place,the financial system is not perfect,the talent system is unreasonable,the supply of cultural products is not rich,and the cultural subject consciousness of the service object is not strong.In view of these deficiencies,drawing on the advanced experience and practices at home and abroad,the following suggestions are put forward.First,improve the policy environment of the rural public cultural service system,change the government’s cultural management concept,and strengthen the cultural service supervision mechanism;second,improve the rural public cultural service system investment mechanism,establish a variety of channel investment mechanism,improve the public finance growth mechanism;third,optimize the talent system of rural public cultural service system,improve the service talent management system,and consolidate the professional talent training mechanism;fourth,enrich the supply content of rural public cultural service system,integrate cultural service facilities resources,and innovate cultural service product categories;fifth,strengthen the subject consciousness of rural public cultural service objects,enhance the subject consciousness of mass culture,and improve the expression mechanism of mass demand.Based on the theory of new public cultural service,combined with the actual situation of P County,this paper studies the optimization of rural public cultural service system,innovates in research perspective and research object,attaches importance to the participation and satisfaction of rural people in public culture,advocates the improvement of rural public cultural service system from system and mechanism,and provides reference value for optimizing rural public cultural service system in P County.
