| Public cultural service is an important part of the public service,it is also one important manifestation of the service-oriented government.Public cultural service system is the integrated form of public culture services.Efficient,scientific and standardized government performance is an essential part of constructing a public cultural system.In the process of establishing a public service system,according to problem orientation and working rules,we take the lead in selecting some areas as pilot projects for exploratory work,find practical problems,propose solutions and summarize mature models.We should make use of pilot advantages in pilot areas to provide experience and demonstration for comprehensive construction,which has become an important mode of work commonly used by governments at all levels in recent years.To study the government’s performance in the demonstration area of public cultural service system is of practical significance to clarify the government’s cultural functions,straighten out its management mechanism and improve its working efficiency.The government’s performance of the public cultural service system demonstration area is closely related to the concepts of public culture,public cultural service,public cultural service system,public cultural service system demonstration area,government function and public service.As a minority area in Northeast China,Huanren Manchu Autonomous County in Benxi City has many achievements in the construction of public cultural service system demonstration areas,such as government-led,increasing investment,step-by-step implementation,creating an atmosphere,improving facilities,strengthening supply,and enriching activities,but due to long-term emphasis on economic development,it has made great efforts to build public culture.The lack of experience in the service system also confronts the problems of unbalanced regional development,unbalanced financial support,unbalanced cultural supply,imperfect policy mechanism,unreasonable talent structure and inconsistent decision-making and implementation.The government’s performance of its duties is characterized by unclear value orientation,lagging cultural planning,weak cultural input,and lack of supply and demand.Five aspects,such as balance,system and mechanism blockage,and the deep-seated reasons of omnipotent offside,service dislocation,absence of supervision and role retention.Under the background of the comprehensive and thorough promotion of the reform of Party and government organizations and the revitalization and development of Northeast China,this paper selects Huanren County as a sample,puts forward the path of optimizing the government’s performance of its duties through the methods of literature study,case analysis,investigation and interview,experience summary,and so on,and makes clear the concrete countermeasures and suggestions,namely:renew ideas and strengthen value guidance,clarify responsibilities and strengthen organizational leadership,balancing urban and rural development and improving county planning,multi input,expand financial support,innovating form and optimizing cultural supply,cultivating talents,classifying and enriching teams,open channels to guide public participation,improving the system and implementing performance appraisal,and administration according to law,paying attention to policy guarantee.Through multi-angle elaboration,this paper makes theoretical,practical and cross-border thinking on improving the government’s ability to perform its functions and improving the construction level of public cultural service system,and innovates the traditional study of government functions,which has certain reference value for the grass-roots government. |
