Study On The Coordination Degree Between Supply And Demand Of Public Cultural Services In Western Rural Areas

Rural public cultural service is the object that the government pays attention to for a long time.From the period of "11th five-year plan" period,the government began to pay close attention to public cultural services,constructing public cultural service system,to "much starker choices-and graver consequences-in" has entered the stage of perfecting the system of public cultural services,over the past ten years in the countryside of west China in the construction of public cultural services of supply and demand coordination condition become the perfect basic issue in the western system of public cultural services and help community public culture service matching problem between supply and demand,the public culture supply structure optimization is of great significance.Supply side reform theory,public goods theory and the degree of coupling coordination theory will be applied to this paper,and by building the western rural public cultural service system of supply and demand structure empirical analysis of supply and demand of public cultural services in western rural provinces coupling coordination degree,first using the coupling coordination degree model of coupling coordination degree of the western rural public cultural services is calculated,then calculate each index structure system of supply and demand in the countryside of west China the coupling coordination degree index score of supply and demand situation,summarizes the change of the coupling coordination degree between supply and demand in the west,western analysis of supply and demand of coupling coordination degree of the existing problems and reasons,finally from the perspective of structural optimization of coupling coordination degree between supply and demand countermeasures and Suggestions.The results show that the coordination between the supply and demand of public cultural services in western rural areas is concentrated between 0.3 and 0.5 in most provinces,which is in a state of imbalance.In the course from the 11 th five-year planto the 13 th five-year plan,the public cultural services in western provinces have changed from "demand lagging" to "supply lagging".The coupling coordination degree of public cultural services in western rural areas has no spatial correlation.The supply factor and the demand foundation in the first-order index layer of the supply and demand structure system are the guarantee factors of the coordination degree of supply and demand coupling.The supply content and the demand content are the key factors to improve the coordination level of supply and demand.The policy elements,capital elements,farmers' cultural quality and the number of farmers groups in the secondary index level are the guarantee factors,while the institutional elements,digital culture,cultural payment willingness and Internet demand are the key factors.Coupling coordination degree of ascension can't just rely on the supply side,demand side is also very important,under the background of the reform of public cultural services supply side,supply side although it is a key,also should give appropriate focus on demand side,double drive,can be improved more efficiently in the western rural public cultural service coupling coordination degree,thus promotes the improvement of the system of public cultural services.
