| In today’s society,foreign culture constantly impacts the living space of local culture,and traditional culture is gradually far away from people’s daily life.In particular,young people are keen to follow the "Japanese and Korean style" or Western culture,and their sense of identity with the core value of Chinese traditional culture has declined to varying degrees.At the same time,the economic strength of many central and western regions is insufficient.The resources that local governments can allocate are limited.Compared with modern economic activities,traditional culture has large investment and slow effectiveness.The enthusiasm of local governments and enterprises is not high enough.The size of the cultural market is small.It is difficult for regional excellent traditional culture to be effectively inherited and developed.However,with the advancement of urbanization,the regional traditional culture is facing the situation of dying out without development.Once many excellent regional traditional cultures die out one by one,the excellent Chinese traditional culture will become a tree without roots,difficult to sustain,and even endanger the national power and revitalization.At present,most local governments have recognized the importance of the inheritance and development of regional traditional culture and have carried out a lot of practical exploration,but generally speaking,there are common problems,such as insufficient excavation of traditional cultural resources,unclear path of live inheritance,imperfect policies and measures,and inadequate cultivation of cultural market.This study comprehensively uses the methods of data analysis,case study and interview observation,integrates the relevant theories of public management,and constructs an interpretation framework of policies,systems,contents and teams from the perspective of local government behavior in the inheritance of traditional culture.Taking city J as a sample,this paper investigates the operation practice of local governments in inheriting regional traditional culture,and finds that the dilemma lies in the lack of policies,joint forces,talents,insufficient investment,etc.The causes of the dilemma mainly lie in the comprehensive role of ideas,systems,operations,funds,etc.Therefore,this study emphasizes that only by giving full play to the leading role of the government,we can strengthen the government planning behavior,improve the policy planning system and the institutional mechanism of national mobilization;Strengthen the government’s overall planning and accelerate the formation of a joint force for the protection and utilization of regional traditional culture;Strengthen the government’s behavior of benefiting the people and increase the effective supply of public cultural products and services;Strengthen government guidance and implement major projects for the protection and inheritance of regional traditional culture;Strengthen the government’s innovative behavior and implement the "culture +" project;We should take the initiative to strengthen the construction of government actors,strengthen the training of cultural talents,and gradually guide enterprises and society to make joint efforts to carry forward regional excellent traditional culture in a multi pronged manner. |
