| Regional culture possess the natural,geographical and spatial characteristics.The protection and inheritance of regional culture is related to the construction of a socialist cultural power,and local governments should pay attention to it.This thesis takes the representative regional culture in Yingshang County as the object,analyzes the behavior of local governments in the protection and inheritance of regional culture,finds out the problems and puts forward the optimization path.The theory of service-oriented government contains the idea that government behavior should be citizen-oriented,people-oriented and serving the people.The public cultural service theory emphasizes that the government should meet citizens’ cultural needs and provide public culture services.On the basis of two theories,this thesis selects the Yingshang Flower Drum Lantern,Guan Bao Ancestral Hall and other regional culture as the objects of investigation,which are representatives of regional culture in Yingshang County.Three kinds of interview outlines are designed based on the different identities and send to government staff,employees in cultural industry,and residents to make interviews.Comprehensive analysis is made after field research.Based on the theory of service-oriented government and the theory of public cultural service,this thesis summarizes the current situation of local government’s behavior in the protection and inheritance of regional culture in Yingshang County,including planning the protection and inheritance of regional culture,reporting and censusing regional cultural heritage,guiding other subjects to participate in the protection and inheritance of regional culture,establishing the protection and inheritance base of intangible cultural heritage based on campus,and promoting the integration of regional culture and tourism.At the same time,it analyzes the problems existing in the local government of Yingshang County in the protection and inheritance of regional culture,such as emphasizing declaration and neglecting protection,failing to effectively guarantee the function of protection and inheritance institutions,and ineffective construction of talent team,and then analyzes the deep-seated reasons for specific problems.Finally,constructive thinking is put forward to solve the problems found in the investigation,including paying equal attention to declaration,protection and inheritance,clarifying the functional positioning of protection and inheritance institutions,strengthening the construction of talent team,and broadening the supply of multi-channel funds,so as to provide reference for the research and practice of local government behavior optimization in the protection and inheritance of regional culture. |
