The "law of the people’s Republic ofChina Intangible Cultural Heritage Law" to inherit and carry forward the finetraditional culture of the Chinese nation, promoting the building of socialist spiritualcivilization, to provide legal guarantee for strengthening the protection of intangiblecultural heritage, inheritance. Since the80’s of last century, China began to explorethe protection and inheritance of intangible cultural heritage in the backward situationin other countries in the world. Through the integration with international academicfield of intangible cultural heritage, has achieved fruitful results in theory, but themanagement from the perspective of local government to explore the literature of theintangible cultural heritage is relatively small.Non material cultural heritage is an important part of traditional culture, is theancestors left us a precious cultural wealth, also is the development of the Chineseculture is an inexhaustible source. With China’s rapid economic development,urbanization and accelerating, we destroyed consciously or unconsciously, buriedaround many of the precious intangible cultural heritage, the lack of the responsibilityof local government in the protection of the intangible cultural heritage is animportant reason leading to the loss of the intangible cultural heritage. The intangiblecultural heritage protection in the government responsibility for of the defects anddeficiencies of the behavior of local government in the intangible cultural heritageprotection work, to give the improvement ideas for the protection and inheritance ofintangible cultural heritage.
