With the deepening of globalization, the competition between nations has turned "softpower" of the contest by the "hard power."Since World War II," soft power" first proposed by theAmerican scholar Joseph Nye, then got widespread academic research. Currently, the US-basedWestern countries a new round of" aggression"(cultural invasion) had begun. Since the reformand opening up, China’s economy has made considerable progress. Meanwhile, as foreignadvanced technology, advanced culture into people’s lives, the domestic outstanding nationalcultural traditions increasingly faced with the impact of Western culture, some of the nationalculture has disappeared, national culture has gradually become a "rare minerals". How to protectand develop national culture? This issue is becoming a major problem faced by the governmenttoday. To this end, the development of cultural industries, foster cultural economy, optimizingculture, enhance cultural competitiveness, which has become an important task at this stage ofChina’s socialist harmonious society. Meanwhile, the development of cultural industry is to builda beautiful China, an important measure to achieve the great rejuvenation of the Chinese dream.Cultural industries is generated and developed in this context.National culture is not only a true portrayal of the local customs, or characterization of theregion’s cultural soft power, national cultural industries is one of the important contents of thecurrent regional development. In the course of the development of cultural industries, it is oftenvague uncertainty that the role of government in the market allocation of resources. Scholarsaround the world have different views on government and the market determines the behavior ofthe boundary. It is essential that the process of industrialization of government action research.Therefore, what the government should bear responsibility in cultural resource industrialization?This question is the focus of this analysis.This paper describes the theory of cultural industries, basic theory of government behaviorand governance theory. Using field survey methods, methods of literature analysis, comparativeanalysis, etc. Analysis of government behavior in Mulao national cultural resources in theprocess of industrialization. This paper is divided into five parts, seven chapters. Part I:Preamble.This section of the article to make a simple statement about the research background,significance, current research, research methods and contents of this article. Part II: the firstchapter. This section focuses on the theory explains the basis of this article.
