Since entering the new era,China is faced with good opportunities for economic development and social transformation,but also accompanied by various risk factors.Therefore,while fully developing economically,local governments at all levels also need to deal with different types of risks and challenges,especially the social impact of various public health emergencies.In recent years,various public health emergencies have shown a high incidence trend,whether the SARS epidemic in 2003,or the sporadic bird flu,H1N1,Ebola and other outbreaks,have caused extensive regional or global impact.In particular,the COVID-19 outbreak in late 2019 and early 2020 has a wide impact range and deep impact,rare in recent years,posing a great threat to the lives,health and safety of people around the world,and also puts forward new and higher requirements for the response and control of social public security emergencies.In the field of COVID-19 prevention and control,grassroots communities play an irreplaceable role and play a key fortress for preventing foreign imports and internal proliferation.Only by giving full play to the value and role of communities in the field of COVID-19 prevention and control,can we give full play to the forces of all levels of society,realize the joint prevention and control of COVID-19 prevention and control,and provide the necessary basis and guarantee for China to win the battle against the epidemic.From the current situation of emergency management of community public health emergencies,there are many difficulties,such as unclear division of personnel responsibilities,lack of emergency materials,smooth information communication and feedback channels,and insufficient awareness of participation of the community masses.In view of this situation,it is necessary to build and improve the community-based public health emergency management system,in order to deal with the increasingly severe public health emergency emergency management form.Based on this,this paper,guided by relevant theories,sorts out the practice of COVID-19 prevention and control in A city through theory and practice,and deeply discusses the main problems and deficiencies in the field of public health emergency management in local communities.Specifically,the performance is as follows:the scientific and effective emergency management plan has not been constructed,the community residents’ awareness of participation is weak,and the community in the emergency management capacity construction is insufficient.The main reasons for the above problems are the lack of necessary legal basis for community emergency management,the lack of extensive community publicity,and the lack of a necessary emergency supply guarantee mechanism.In view of this situation,combined with the actual needs of community public health event emergency management,from the emergency management system construction,community publicity and guidance and emergency support mechanism construction put forward specific management measures and Suggestions,to boost the community play a role in the construction of emergency management system,for the community emergency management work smoothly to provide the necessary basis and reference.
