The Yangtze River is the largest river in China and a treasure trove of aquatic biological resources.However,influenced by long-term overfishing and other excessive resource development patterns,aquatic biological resources in the Yangtze River basin are in serious decline,and some rare and endemic species are critically endangered.In order to save the diversity of aquatic biological resources in the Yangtze River,General Secretary Xi Jinping has made the important instruction of "promoting well-coordinated environmental conservation and avoiding excessive development".The policy of fishing ban in the Yangtze River basin has been gradually implemented since 2017.From January 1st 2020 on,332 key aquatic reserves of the Yangtze River basin have been completely closed for fishing,and a tentative ten-year ban has also been applied to other key waters from January 1st 2021 at the latest.At present,fishermen of the Jinjiang River,a branch of the Yangtze River,have retired from fishing and the local government is devoted to fisherman resettlement and supervision of the fishing ban but still faced with many challenges.The study of the implementation of the fishing ban policy in the Jinjiang River is conducive to solving the policy implementation problems and improving the policy implementation effect.Viewing from the perspective of public policy implementation and based on literature research,questionnaire survey,interview and non-participant observation,this paper firstly introduces the background,significance and current situation of the study on the implementation of the fishing ban policy in the Yangtze River Basin(Jinjiang River),and then analyzes the policy itself,the implemention organization,the target group and environmental factors based on Smith’s policy implementation process model.It is found out that the policy itself has deficiencies,that the implemention organization lacks supervision ability,that the target groups have poor policy adaptability and that the policy environment is immature.The causes of the problems are varied.The fishing ban policy itself is ambigous,aggressive and poorly targeted.The implemention organization is loose with barriers between higher and lower levels or between different departments and regions and the basic-level law enforcement agency is lack of enforcement power.The target group is dissatisfied with the governments externalities correction measures and make rational choices for themselves in lack of awareness of the necessity of the fishing ban.The policy environment is unfavorable with poor policy propaganda,local financial constraints and severe employment situation.Based on the experience of Shanghai and Jiangsu Province,this paper proposes countermeasures from three aspects: improving policy design,enhancing policy implementation capacity,strengthening policy adaptation capacity of target groups,and optimizing policy environment. |
