The General Office of the State Council clearly pointed out that by 2020,the key waters of the Yangtze River Basin should realize the goal of no fishing throughout the year,and the report of the20 th National Congress of the CPC also clearly demanded that "no fishing in the Yangtze River for ten years".This shows that the country attaches great importance to no fishing in the Yangtze River.Banning fishing on the Yangtze River is a project for the present,but also for the future.However,after the ban,illegal fishing continued,seriously affecting the effect of the ban and hindering the realization of the policy objectives.As a result,The State Council and various ministries have issued a series of policies to crack down on illegal fishing in the Yangtze River basin.After the implementation of the policy,although some achievements have been made,the number of illegal cases is still large,and the root cause of the illegal fishing problem has not been contained.On the one hand,policies continue to be introduced,on the other hand,the problem of illegal fishing has not been fundamentally solved.What are the reasons for this situation? It makes us wonder.In order to smoothly advance the major decision and deployment of the 10-year ban on fishing in the Yangtze River Basin,realize the policy goal of effectively curbing illegal fishing and criminal activities in the Yangtze River Basin,and maintain and consolidate the achievements of the ban on fishing in the Yangtze River Basin.Now,delving into the reality of illegal fishing in the Yangtze River,American policy scientist Allison believes that 10 percent of achieving policy goals is planning,and 90 percent depends on policy implementation.At the same time,considering the complexity of policy research,it is necessary to analyze the policy text and take into account the variability of the policy implementation process.Therefore,from the perspective of policy implementation,this paper selects research data from two dimensions of policy texts and policy implementation cases to discuss the illegal fishing problem.The literature review found that in the field of policy research in China,there is a phenomenon of theoretical research and empirical analysis.In order to expand research ideas and enrich empirical research results,this study selected 20 relevant policy texts and 64 typical cases of combating illegal fishing in the Yangtze River Basin.Qualitative analysis software NVIVO12 was used to code the policy texts and cases,and six variables proposed by the Mitte-Horn policy implementation system model,namely policy objectives,policy resources,inter-organizational communication,executive agency characteristics,socio-economic and political environment,and executive value orientation,were taken as the analysis framework to analyze the policy texts and cases.The study found that in the process of policy implementation,relevant policy objectives are clear and certain policy resources are obtained,but there are problems such as lack of standards for policy implementation,lack of financial resources support in the process of policy implementation,lack of communication and coordination among some main departments of policy implementation,and distortion of value orientation of some policy implementer.In order to explore the causes of the problems of policy implementation,this paper further studies the policy text by using the theory of policy instruments.It is found that relevant policies use a combination of policy tools,which is in line with the logic of policy tool selection.However,there are some phenomena,such as authority,excessive use of authoritative policy tools,too little use of symbolic,advisory tools and too little use of learning tools.Then it affects the formulation of policy standards and the realization of policy objectives.Finally,in view of the existing problems in the implementation of policies to combat illegal fishing in the Yangtze River basin,the optimization path is proposed from four aspects: the policy itself,the implementers of the policy,the target groups,the policy environment,in order to promote the effective implementation of relevant policies,promote the realization of policy objectives,and promote the implementation of the 10-year Yangtze River fishing ban policy.
