| "Ecological protection and high-quality development in the Yellow River Basin" has become a major national strategy.The Yellow River basin is one of the main agricultural producing areas in China.In recent years,the water resources in the Yellow River basin are seriously short,and the contradiction between the agricultural water demand for water and the extreme scarcity of water resources is prominent.Promoting the transformation of water use from extensive to energy-saving,and the implementation of agricultural water-saving project in the Yellow River Irrigation area is an important measure to help the high-quality development of the Yellow River basin.Current our country is in the beginning of the construction of modern irrigation area,because of the large project scale,high investment,many participants,technology is not mature,construction and the operation of unforeseen risk factors,and the government for the project risk management is weak links,if not to identify and control the project risk,will affect the smooth implementation and water saving benefits.The thesis takes the agricultural water-saving project in the Yellow River diversion irrigation area in C county as the research object,adopts the risk identification and risk response measures to effectively improve the risk management ability.The main research contents include:(1)identifying the risk factors of the whole life cycle of agricultural water-saving projects in the Yellow River irrigation area,Namely,the risk of the project,Using optimized screening of risk factors,Finally,22 risk factors in 4 stages of the whole life cycle were identified;(2)Use hierarchical analysis method and fuzzy comprehensive evaluation method for comprehensive risk assessment of agricultural water-saving projects in Yellow diversion irrigation area,Namely:building the hierarchical models,Using hierarchical analysis to determine the risk weight of agricultural water-saving projects in the Yellow River Irrigation area of C County,On this basis,fuzzy comprehensive evaluation method is used to evaluate the degree of risk in each stage of the project,Draw out the risk degree of each stage and the overall risk degree of the project;(3)Provide countermeasures for important risk factors and risks in the whole life cycle,That is,based on the results of the risk assessment,Put forward risk response measures for 6 important risk factors,including new technology application risk,organization and management risk,survey and design risk,construction period delay risk,operation and management risk,and decision-making risk,And put forward risk response measures for all stages of the life cycle,project preparation,project implementation and operation management,Strengthen the risk control,Effectively achieve the goal of risk management.The thesis combined with the Yellow River strategy and irrigation modernization era background,comprehensive system to identify the risk factors of agricultural water saving project,built based on the whole life cycle of the Yellow River irrigation area agricultural water-saving project risk management mechanism,both effectively improve the project of the level of the risk management,also improve the irrigation agricultural water saving project risk management theory,can for the current background of other similar irrigation agricultural water saving project risk management provide reference. |
