As the "Sunrise Industry" of the current national economic development,the organic integration of the two can inject vitality into the transformation of regional economic structure and industrial structure optimization,and can also better meet people’s growing needs for a better life.With the gradual improvement of national institutional reform and the intensive introduction of relevant industrial development policies,the integration of culture and tourism has become a major issue that needs to be solved urgently in the development decision-making of governments at all levels and enterprise entities.As an important ethnic cultural corridor in China,the Tibet-Qiang-Yi Corridor has rich natural resource endowments and valuable ethnic culture,and the development of regional culture and tourism industry has achieved good results,but there are still outstanding problems such as unbalanced development and homogeneous development,and the research on the integration of culture and tourism industry has not yet formed a perfect system,and is still in the exploration stage.Scientific evaluation of the integration level of culture and tourism industry in the region and accurate analysis of the main factors affecting the integration of culture and tourism industry in the corridor are of great significance to identify the development direction of regional culture and tourism industry and promote the high-quality integration of culture and tourism.Based on the statistical data of 11 core cities and prefectures in the Tibet-Qiang-Yi Corridor from 2015 to 2021,this paper first constructs an evaluation model for the comprehensive development level of cultural industry and tourism industry,and finds that the comprehensive development index of the two major industries in each city and prefecture of the Tibet-Qiang-Yi Corridor has been continuously improved in the past seven years,and the comprehensive development level of tourism industry is generally better than that of the cultural industry,but with the continuous development and growth of the cultural industry,the gap between the two has gradually narrowed.Secondly,the coupling coordination model was used to measure the coupling coordination degree of culture and tourism industry in the Tibet-Qiang-Yi Corridor,and it was found that from2015 to 2021,the coupling coordination degree of culture and tourism industry in 11 cities and prefectures in the Tibet-Qiang-Yi Corridor experienced a development stage of "steady rise-decline-re-rise",and the coordination level was not particularly high.Most cities and prefectures are between 0.4-0.6,and the coordination stage is on the verge of dysfunction or barely coordinated,the coupling coordination degree of Kardze Prefecture has been in the forefront of the 11 cities and prefectures in the corridor,and the coupling coordination degree of Changdu culture and tourism industry has been at a low level in the corridor.Combined with the coupling coordination degree,the overall Tibet-QiangYi Corridor and the 11 core cities and prefectures of cultural and tourism industry coupling coordination levels were divided,which were mainly distributed in mild imbalance and bordering imbalance,and the distribution gap between cities and prefectures was narrowing.According to the results of the relative development degree model,it is concluded that the development of cultural industries in most cities and prefectures in the Tibet-Qiang-Yi Corridor has gradually developed from a relatively lagging state in the early stage to a state where culture and tourism industries are synchronized or advanced.Using the Pearson correlation model to analyze the factors affecting the integration of culture and tourism industry in the Tibet-Qiang-Yi Corridor,it is found that the number of scenic spots above grade A and the number of employees in culture and related industries are the two most important factors affecting the integration of culture and tourism industry,that is,high-quality resource endowment and good human capital play an important role in promoting the integration of culture and tourism industry in the Tibet-Qiang-Yi Corridor.Finally,based on the empirical research results,countermeasures and suggestions to promote the deep integration of culture and tourism industry in the Tibet-Qiang-Yi Corridor are proposed from the perspectives of demand,policy,science and technology,talent and infrastructure.The transformation policy of scientific and technological achievements is a necessary guarantee for the transition of scientific and technological achievements to actual productivity.It plays an essential role in regulating and guiding the whole process of transformation of scientific and technological achievements.Since the reform and opening up,the Party and the government have introduced a series of laws and regulations to promote the transformation of scientific and technological achievements,plans and programs and other normative policy documents,and the policy system has initially formed and achieved significant results.However,from the actual situation,the policy effect could be more powerful,and the problem of the low conversion rate of scientific and technological achievements still exists.In order to bring into play the maximum effect of the policy on the transformation of scientific and technological achievements,the policy should not only exist in a single form,but often needs to be designed as a policy mix,because behind the mix lies more profound universal laws,such as the diversity and dynamics of policies and their interactions,which are more effective in solving the problems in the innovation system.There are many existing studies on the contents and effects of policies on the transformation of scientific and technological achievements.Still,there is a lack of in-depth exploration of the characteristics of the mix of scientific and technological achievements and its effects from the policy mix perspective. |
