Evaluation On The Coupling Development Level Of Culture And Tourism Industry In Kaifeng

Industrial coupling,as an economic phenomenon,means that two or more related industries break the original boundaries of the industry,integrate the industry chain,optimize the allocation of resources across industries,and ultimately form related industry synergy,driven by various factors.Industrial coupling is caused by the change and diffusion of information technology and Internet technology,and has become an important theme in the new economic era.Under this background and trend,the phenomenon of the coupled development of China’s cultural industry and tourism industry emerged as the times require.Cultural industry and tourism industry belong to the third industry which plays an important role in the national economy.As a comprehensive industry,they have the characteristics of high relevance and strong driving force.Therefore,they have a natural relevance,which is the internal basis of the coupling development of the two industries.In 2011,Kaifeng Songdu cultural industry park was promoted to a national cultural industry demonstration zone.The municipal Party committee and the municipal government successively issued the "Tourism Driven" and "Culture +" strategies to promote coupling development of cultural tourism industry.At the At the beginning of 2018,the State Council decided not to retain the original Ministry of Culture and National Tourism Administration,but integrated the responsibilities of these two departments and re-established the Ministry of Culture and Tourism,which indicates that the interactive development of cultural tourism has risen to the national level.In this context,it is of great theoretical and practical significance to study the coupling development of Kaifeng cultural industry and tourism industry.Through literature analysis and empirical analysis,this paper evaluates the coupling development state of Kaifeng’s cultural industry and tourism industry,hoping to enrich the coupling evaluation system of cultural tourism industry in theory and explore the methods and measures to promote the development of Kaifeng’s cultural tourism industry in practice.The specific ideas are as follows: firstly,the existing literature is summarized from three aspects: industry coupling research,cultural tourism industry coupling research and coupling evaluation methods;secondly,analyzing the mechanism of culture industry and tourism industry coupling from the aspects of the dynamic mechanism,coupling path and coupling development stage of culture and Tourism industry coupling,and on the basis of clarifying the relevant theories,this paper constructs the theoretical framework of the “four-in-one” evaluation system of cultural and tourism industry,which includes the evaluation of cultural and tourism industry development level,coupling degree,coupling coordination degree and synchronization.T Thirdly,it briefly introduces the calculation process and evaluation criteria of the four in one evaluation system of cultural tourism.Fourth,based on the relevant data from 2008 to 2018,the paper evaluates the coupling level of culture industry and tourism industry in Kaifeng.Finally,based on the empirical results and the reality of Kaifeng’s cultural and tourism coupling development,the paper puts forward targeted policy recommendations to help the development of Kaifeng’s cultural and tourism coupling.The main conclusions of this paper are as follows:(1)the development level of the cultural and tourism industry in Kaifeng City is rising,the development level of tourism industry is steadily improving,the development level of the cultural industry is unstable,the culture industry’s development level has fallen back from 2015 to 2016.(2)The foundation of the coupling development of culture and tourism industry is good.It has reached the high coupling level since 2008.The relationship between culture and tourism industry is close.The level of coupling coordination has also changed from primary coordination in 2008 to advanced coordination.The culture and tourism industry has gradually formed a benign coupling system of mutual promotion.(3)The coupling development of Kaifeng’s culture and tourism industry has obvious stage characteristics.It can be divided into growth stage,development stage and mature stage according to the different industrial development level,coupling degree,coupling coordination degree and synchronization.Combining with the development reality,it can be found that Kaifeng’s industrial development is over dependent on policy support,lack of market power,lack of scientific policy planning,and infrastructure allocation There are many problems in the tourism industry,such as the lack of set-up,and the phenomenon of many tourists but low average consumption.Based on the research results of this paper,the author puts forward corresponding policy suggestions: first,the government should change its position,do a good job in leading,guiding and coordinating the cultural and tourism industry coupling,and improve the cultural and tourism coupling mechanism from the perspective of system;second,improve infrastructure and public service supporting work,achieving informatization,standardization and intelligence of tourism public services,and improve infrastructure and service quality in terms of public transportation and road facilities;third,supporting the cultivation of cultural tourism leading enterprises and enhance market vitality in terms of enterprise development strategy,institutional environment and investment environment;fourth,improve the consumption level of cultural tourism products and create cultural tourism brands.
