Research On The Comprehensive Evaluation And The Promoting Paths Of Public Cultural Services

With the deepening of people’s livelihood construction in China, public cultural service, as an important part of public service, is of great significance to the construction of socialist culture, and has attracted more and more government attention. However, with the rapid economic development, the contradictions have emerged in public cultural service areas. The main contradiction is the level of public cultural services seriously lags behind the rapid growth of the people’s actual needs, and there is still a wide gap compared with advanced countries. Therefore, the study on the comprehensive evaluation of public cultural services and the promoting methods has theoretical and practical significance in improving China’s construction of public cultural services orderly and positively, as well as promoting measuring the level of public cultural services scientifically, and promoting sustainable and standardized development.Based on the "input-process-output-effect" model, this thesis first analyzed the factors that affect the public culture service, and combined with the previous related researches, it constructed the public cultural service evaluation index system. Furthermore, the index system was screened through expert advice, membership analysis, correlation analysis and discriminating analysis, and finally an evaluation index system with 6 dimensions of 30 indicators was determined. Finally, the reliability, validity were tested to verify its reasonableness. After that, AHP and principal component analysis method were used respectively to make subjective and objective weight. Ultimately the indicator of weight is identified through multiplication integrated weights. Comprehensive evaluation method was used to evaluate public cultural services of 31 provinces and autonomous regions. And the result showed that the overall level of public cultural services is not high and out of touch with the economic development, and there are gaps in various areas, and so on. Finally, the levels of public cultural services were analyzed through systematic cluster analysis. Then, based on the comprehensive evaluation, it further researched the improving methods of public cultural service. Furthermore, it put forward path hypothesis and built a conceptual model through the relevant theoretical research and evaluation results, and the hypothesis were validated through the questionnaire survey to get the data, using the structural equation model. The results showed that the investment of public cultural services, service assurance, activities outputs, and public participation have significant positive correlation with the overall level of public cultural services; and a strong causal relationship between the dimensions, and the level of public cultural services investment couldn’t result in public participation’s improving with increasing. According to the above research results, this thesis put forward ways and suggestions on the promotion of public culture service.There are three innovations of this thesis. First, this thesis constructed scientific and reasonable public cultural service evaluation index system based on the "input-process-output-effect" model. Second, it analyzed the levels of public culture services through systematic cluster analysis and select reasonable categories through 2R and pseudo-statistics F.The third was that it built a conceptual model of public cultural service evaluation which was tested by questionnaire and structural equation model finally.
