Study On The Effect Evaluation Of Cultural Industry Innovation Policy In Guangzhou

During his visit to Guangdong,General Secretary Xi Jinping proposed the task of realizing the new vitality of the old areas and promoting the comprehensive strength of the regional cultural industry.Canton plays an important role in promoting its overall cultural strength and strengthening its cultural confidence.Therefore,based on the innovation of the cultural industry,this paper firstly combs and summarizes the literature related to it,and combines the previous research results to clarify the research content of the innovation policy of the cultural industry.Secondly,this paper reviews the various policies issued in Canton in the past eight years,and analyzes the impact of them based on the actual situation of Canton.Thirdly,the panel data of Canton city from 2014 to 2022 are used to conduct an empirical study on the actual effect of the policy with the RDD model.The DEA-Malmquist index method was used to evaluate the TFP level of Canton’s cultural industry during 2014-2022.The results show that the application efficiency of TFP is higher in areas with certain cultural industry innovation ability.But the region still suffers from problems such as unscientific management and small industrial scale.Then,the paper makes a comprehensive and regional research on the effect of cultural industry innovation policy in Canton,using panel data model and breakpoint regression model.The overall sample regression results show that the cultural industry innovation policy has a significant role in promoting the development of cultural industry.However,in areas with higher development level,we find that the effect of cultural industry innovation policy is not as good as that in general areas and relatively backward areas.By adopting stepwise regression method,this paper studies how the innovation policy of Canton cultural industry plays a role in the development of cultural industry.The research results show that cultural industry innovation policies can play a moderating role to a certain extent.Based on the above research,this paper evaluates the effect of the innovation policy of Canton’s cultural industry,and puts forward a series of targeted policy suggestions,trying to serve the government’s decision-making,provide scholars with research references,help enterprises grasp the industry dynamics,gather the strength of the government and enterprises,and jointly promote the development of Canton’s cultural industry.
