Research On The Impact Of Cultural Consumption Policy On The High-Quality Development Of Cultural Industry

In the new era,China’s economic development is shifting from a stage of rapid growth to a stage of high-quality development.For the cultural industry,its development also needs to shift from high-speed growth to high-quality growth.Due to the lack of a public cultural input efficiency evaluation system and the low cultural consumption power of residents,the stubborn problems have not been resolved.In order to solve the above problems,in April 2016,the former Ministry of Culture and the Ministry of Finance implemented and guided the expansion of urban and rural residents’ cultural consumption nationwide.pilot work.It has rich theoretical and practical significance to explore the internal influence mechanism of cultural consumption policy on the high-quality development of cultural industry.After sorting out the relevant literature,this article defines the cultural consumption policy and the connotation of the high-quality development of the cultural industry,and then uses the government intervention theory and Marx’s consumption theory to conduct theoretical analysis,analyzes its mechanism in depth,and believes that the cultural consumption policy can promote the high-quality cultural industry.For quality development,cultural consumption policies will also promote the high-quality development of cultural industries by promoting cultural consumption.On the basis of theory,this paper uses the panel data of 22 cultural consumption pilot cities from2008 to 2018 to conduct empirical research and draw the following conclusions:(1)Using the DEA-Malmquist index method to calculate the total factor productivity of the high-quality development of the cultural industry in the 22 cultural consumption pilot cities from 2009 to 2018,it was found that the cultural industry in the cultural consumption pilot cities used elements more efficiently.Then it is further decomposed into comprehensive technical efficiency,pure technical efficiency,and scale efficiency,and it is found that changes in technological progress have a relatively greater impact on total factor productivity.There is still a lack of scientific management level in the process of high-quality development of the cultural industry,and the industrial scale is not perfect.And other issues.(2)Use the panel data model and the breakpoint regression model to conduct overall and regional sample research on the performance of cultural consumption policies.The overall sample regression finds that cultural consumption policies will significantly promote the high-quality development of the cultural industry,and the regional sample regression results reveal cultural consumption The effect of policies on developed cities is not as good as general and backward cities.(3)Using the gradual regression method to examine the mechanism of cultural consumption policy’s impact on the high-quality development of the cultural industry,it is found that there is a partial intermediary effect between cultural consumption policy and the high-quality development of cultural industry,and cultural consumption policy will further promote cultural consumption by promoting cultural consumption.High-quality development of the cultural industry.Finally,based on the conclusions studied in this article,corresponding policy recommendations are put forward,hoping to provide useful reference for the promotion of cultural consumption pilot cities and the long-term development of cultural industries.
