Research On The Role Of Community Culture Construction In Community Governance

The Fourth Plenary Session of the 19th Central Committee proposed the concept of "integrating the three forms of governance" in grassroots social governance,which includes the combination of self-governance,rule of law,and governance through virtue.In this concept,"virtue" does not only refer to morality in the narrow sense but also encompasses various cultural elements such as customs,public opinion,arts,history,religion,and beliefs,which play a crucial role in social governance.Therefore,community cultural construction is of great importance in improving the effectiveness of social governance from a theoretical perspective.However,unfortunately,the relationship between cultural construction and social governance has not been fully emphasized in both practical work and theoretical research.In practical work,community cultural construction is mainly promoted by the propaganda department,while community governance is mainly promoted by the organization department and the political and legal department,often leading to a disconnect between the two.In theoretical research,although there is a considerable amount of research on community culture and governance separately,related studies are relatively scarce.Therefore,this study chooses Dicun community in Yingpan Street,Xiaodian District,Taiyuan City,Shanxi Province,as the research object and conducts a case study through indepth interviews,participant observation,and literature review.Dicun is a historic and cultural village and the hometown of the famous Tang Dynasty chancellor Di Renjie.Taking advantage of this cultural resource,the village has vigorously carried out community cultural construction for many years.The author found that although Dicun did not consciously use community cultural construction to promote social governance,it still played an important role objectively in enhancing community social capital,mobilizing the enthusiasm of community governance subjects,and promoting community peace and stability.The success of community cultural construction in Dicun is due to the support of cultural resources,government policies,economic investment,and social relationships.Based on the successful experience of community cultural construction in Dicun,this paper further explores how to enhance the role of community culture in community governance and provides new ideas for driving community governance through community cultural construction.
