Studies On How China Urban Community Self-organizations Participate In Community Culture Governance

As marginal living space,urban community is a basic unit of the state and society and the direct object of community cultural governance in urban space,it plays a fundamental role in the overall pattern of national governance.As an organizational form,community self-organization is an endogenous organization formed spontaneously and managed by itself in the community,while as an organizational form,it is embodied in the effective participation process of consultative democracy,with extensive mass basis and deep collective unconscious cultural will,rich in form,diverse in content,flexible and free.As an important aspect of community governance,community cultural governance can protect citizens' basic cultural rights and interests,promote community cultural participation,develop cultural democracy,ultimately promote community cultural identity,and make the community more cohesive.Community self-organization itself is a representative of community public opinion.Through the participation and construction of community self-organization to community culture,community culture can be enriched,information asymmetry phenomenon in government decision-making can be reduced,policy acceptability can be improved,good cooperation between government and residents can be formed,so as to improve residents' participation,accumulate social capital,reduce government' administrative costs,make the administration more efficiency,promote good social atmosphere,and cultivate the citizenship of residents.Based on this,this paper will carry out a specific discussion from three narrative dimensions:Firstly,in the part of "self-organization of urban communities in China",I will clarify the connotation and characteristics of the concept of "self-organization" in theory,and then discuss the environment and conditions for the formation of community self-organization,the formation process of community self-organization,and the types of community self-organization.The so-called "self-organization" is a process from disorder to order spontaneously.The environment and conditions for the formation of community self-organization mainly include the openness,non-equilibrium and non-linearity of the system.Community self-organization has four historical stages: self-creation,self-expansion,self-sustainment and self-degradation.The types of community self-organization mainly include: random communities self-organization,communities as social organizations and which can make communities be self-organizing.Secondly,in the part of "community self-organization participating in community cultural governance",I will first clarify the concept,objectives and broader social governance functions of community cultural governance.Next,I will focus on "the choice of ways for community self-organization to participate in community cultural governance" and "the positive role of community self-organization in community cultural governance".In our view,there are four main ways of community self-organization participating in community cultural governance: participating in cultural activities,participating in community cultural autonomy,participating in information acquisition and policy acceptance.The positive effects of community Self-organization on community cultural governance mainly include increasing social capital,reducing governance costs,improving governance efficiency,making social customs and the moral more better and cultivating civic spirit.Thirdly,in the part of "government and community self-organization: supervision,game and dilemma",I will explore more deeply the various complex regulatory and game relationships between government and community self-organization,as well as the various dilemmas they face each other.In this chapter,I try to show that due to the diversity of forms and contents of community self-organization,many community self-organizations are not simply complementary or mutually reinforcing with government,sometimes they will face many conflicts and games.As different stakeholders,community self-organization and government sometimes inevitably fall into some dilemmas.The innovation of this dissertation is that by systematically studying community self-organization's participation in community culture,I try to explain that community self-organization's participation in community culture has far-reaching moral and political influence,they are not only limited in the sphere of community and cultural governance.The significance of this dissertation lies in that through a comprehensive analysis of the relationship between community self-organization and government,I not only point out the positive significance of community self-organization to government governance,but also point out the various complex conflicts and game relationships between them,which can provide useful reference for future community governance and government management in China.
