Research On The Supply Mechanism Of Rural Public Cultural Services Under The Background Of The Rural Vitalization Strategy

Rural public culture is the core of socialist culture,and rural public cultural service is an important part of public service.Since the new era,the pace of The rural revitalization strategy has been accelerated.Improving the efficiency of rural public cultural service supply and building a scientific public cultural service supply mechanism have increasingly become an important part of rural cultural revitalization.At the same time,it is also an important measure to meet the spiritual and cultural needs of rural residents,change their ideas,improve the level of rural culture and prosper rural cultural life.Although the state has issued various policies and regulations to support the development of public culture,the effect of the supply of public cultural services in rural areas is improving day by day.However,due to the lack of sufficient attention to the supply of public cultural services in rural areas in the past,coupled with the imbalance of supply force,limited financial funds,insufficient supporting policies and cultural resources,etc.,The rural public cultural service is always the short board that restricts the development of our public cultural undertakings.In order to comprehensively promote the development of the vast rural areas,to explore a way to solve the dilemma of the supply of public cultural services in rural areas has become the priority among priorities in the optimization and development of the supply mechanism of rural public cultural services.Therefore,it is of great practical significance to analyze and explore the current situation of rural public cultural service supply mechanism,trace back the reasons behind the failure of supply,and put forward effective supply countermeasures.In this paper,the case study method,interview method,system analysis method and other research methods are comprehensively used to learn from the theory of public goods and responsible government,supply theory and holistic governance theory,starting from the overall supply of public cultural services,to build a "subject-process-effect" analysis framework of rural public cultural service supply mechanism.At the same time,some villages in C County are introduced as cases to study the supply of public cultural services,and the performance and causes of the problems behind the ineffective operation of the supply mechanism of rural public cultural services are analyzed.Through field research and analysis of the current situation,the supply of rural public cultural services in C county is a serious problem,and the performance of cultural products is greatly reduced,which is embodied in:ideological bias,imbalance and insufficiency of the main body of the supply,poor expression of the demand of the target group and the supply security ability(capital,talent)is weak.After a comprehensive analysis of the above problems and combining with the local reality,the reasons for the ineffective operation of the supply mechanism of public cultural services in C county and rural areas are as follows: the deep-rooted concept of "emphasizing economy over culture",the absence of social supply forces,the obstruction of information exchange between the two sides,the difficulty in raising funds and the improper use of funds,and the lack of professional talents.Finally,by referring to the overall governance essence of integration,coordination,harmony and integration,this paper proposes the governance countermeasures of reshaping the concept mechanism,coordinating the subject selection mechanism,improving the demand expression mechanism and strengthening the supply guarantee mechanism for the vast rural public cultural service supply represented by C County,in order to achieve the good governance effect of public cultural service.
