Research On The Connotation,logic And Value Of Moral Governance In The New Era

In 2013,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China proposed the modernization of the national governance system and governance capacity,and the modernization of moral governance is its due meaning;In 2019,the Central Committee of the Communist Party of China and the State Council issued the“Implementation Outline for the Construction of Citizens’ Morality in the New Era”,of which moral governance is an important content.Moral governance is not only the requirement for the development of the national strategy in the new era,but also the appeal of the new era for moral construction,and the two are unified in the great journey of realizing the great rejuvenation of the Chinese nation.Based on the modernization of moral governance in our country,based on the subject of ideological and political education,systematic theoretical research on moral governance in the new era is carried out from the three dimensions of connotation,logic and value,to provide support for the theoretical research and practical exploration of moral governance in the new era.Concretely study four major issues: First,focus on the new era governance shift of moral construction,and clarify the new era moral governance from three aspects: the governance demands of dealing with old and new moral issues,the inevitable demands of the national development strategy in the new era,and the dual orientation of moral construction in the new era.The proposed inevitability and the necessity of this study frame the problem domain of the study.Secondly,it analyzes the connotation of moral governance in the new era,and defines moral governance as the organic unity of the national moral governance capacity and the multi-subject response to the problem of moral anomie,and the unity in the practice of realizing the modernization of national governance in the new era.The content of moral governance is determined as governance subject,governance object and governance mediator.The characteristics of clear moral governance are subject coordination,diverse objects,rich means,clear goals,and process dynamics.Thirdly,it illustrates the historical generation,theoretical evolution and practical mode of moral governance from the triple logic of history,theory and practice.Finally,it analyzes the value of moral governance at the national level,social level and individual level in the new era,and points out that the value of moral governance at the national level is to realize the modernization of moral governance,the social value is to build a social order that conforms to the development of human nature,and the Individual value is to realize the all-round development of human beings,to provide necessary compliance for the practice of ethical governance.As an important part of the modernization of the national governance system and governance capacity,moral governance in the new era plays an important role in promoting the construction of spiritual civilization and the construction of a powerful modern socialist country.On the way to achieve the second centenary goal,we should all comprehensively,systematically and accurately grasp the connotation,logic and value of moral governance in the new era,combining the theory of moral governance in the new era with the practice of socialism with Chinese characteristics,adhere to the combination of problem orientation and goal orientation,and continuously deepen its development in practice.
