As an important inheritor of Confucius thought, Mencius is a statesman, thinker with strong sense of social responsibility. "Mencius", contains the rich national administrative ethic thoughts, which has promoted the national concept of the ancient Chinese society and the national reform and development of administrative practices.Administrative ethic thoughts of Mencius goes back to ancient times, it not only has a solid philosophical foundation, such as “cosmic view”, “theory of human nature”, “view of heaven and man” and “outlook on suitability and advantage”, but also contains the profound ethic connotation, namely the "king", " people are the most, followed by state, the king is light ", " implement policy of benevolence for people " and “five ethics”. Besides, it also includes the path selection of "good governance", "skillful teaching", "Jun Dao, "Chen Dao" and "Min Dao". Mencius’ s main administrative ethic idea is "king" and " implement policy of benevolence for people", which rooted in the philosophical foundation of the "kingly way policy", that is "the goodness of humanity just like the water flowing down" the theory of human nature and "honesty is the principle of people" view of heaven and man. Mencius believes that the goodness born with people is conferred by the heaven, the appointment of the monarch and his subjects depends on providence, and providence gives rights to people to decide the power of the monarch and his subjects. Therefore, monarch, minister and people have different missions. “The monarch should be courteous to the wise and thrifty”; “The minister should serve the monarch with righteousness”, “The people are willing to devote to their monarch”. Monarch, minister and people follow their mission. This is the basic guarantee to achieve Mencius’ s thoughts. Mencius’ s thoughts have its own characteristics which are “the unification of ideal moral and basic moral”, “the unification of the good purpose and good means"and“the unification of the motivation and effect". Mencius thinks that if the ruler king carried out policy of benevolence, they would finally govern the country and make a peaceful world.Mencius’ s Administrative ethic thoughts which inherit from Confucius, and pass down to Xunzi, is an important part of the Confucian political ethic thoughts. The most prominent feature of Mencius’ s thoughts of national governance is to incorporate governance and ethics, to reveal the essence of the pre-qin Confucianism. At the same time, through the exploring, implementing and advocation of sages in all ages, Mencius’ s administrative ethic thoughts form a distinctive political ethnic system, and it plays an important role in political practice of ancient Chinese society. Mencius’ s thoughts break the tradition which not only focuses on the benefits of governing class but also emphasizes that the people is more important than monarch. This idea assures the value of people and enhances the status of people. Furthermore, it also benefits for contemporary China to establish national administrative concept, select the content and approach of national governance.
