Research On The Cooperative Supply Of Rural Public Cultural Services

With the diversified development of rural public cultural service demand,the traditional unilateral supply mode of local government or the supply mode of free market economy can not meet the public cultural demand.The "difference" public culture service system construction plan "explicitly put forward to increase the supply of public cultural services in the effectiveness,adopts diversified supply method,further enhance the capacity of service supply,to form a more sustainable development of the rural public cultural services,visible government and non-governmental organizations,civil cooperation supply of rural public cultural services,is a inevitable trend.However,the effectiveness of rural public cultural service supply is affected by how to further improve the cooperation efficiency between cooperative suppliers and how the government,as the dominant player,should empower non-governmental organizations and citizens to realize the sharing of power,rather than the traditional authorization.Therefore,it is of great theoretical and practical significance to discuss the cooperative supply of rural public cultural services in this paper."Farmers’ Culture and Art Festival" in L Town is an important rural public cultural service project created by Henan Province.It innovates in the supply content and way,and the participants present a diversified state.The cooperative supply shows an efficient development trend,protecting the interests of the government,society and the public,and is typical and representative.This paper conducts field investigation and visits to L town,and deeply studies the background,main body and characteristics and effects of cooperative supply of "Peasant culture and art Festival".Based on the theory of holistic governance and cooperative governance theory and stakeholder theory found that supply of rural public cultural service cooperation,the following problems in phenomenon due to circumvent the government responsibility will be to internal communication and linkage is insufficient,the government due to unequal power and status between cooperative subjects cooperation main body lack of equality between communication,As the governance tools lag behind the modern development,"fragmented" supply and a series of loopholes appear.Therefore,in order to realize the long-term development of rural public cultural service cooperation supply,in this paper,based on the theory to explore cooperation further supply of the future development direction,including restoring supply rules and regulations and management methods of cooperation,sharing discretion to give cooperation supply subject,supply network,the use of information technology to build cooperation sound cooperation supply supervision and incentive system,So as to further improve the efficiency of rural public cultural service cooperation supply and protect citizens’ basic cultural rights and interests.
