Research On The Problems And Countermeasures Of The Construction Of Public Cultural Service System In Chengdu Chenghua District

Public cultural service is an important way to ensure the realization of the people’s basic cultural rights and interests.The “14th Five-Year Plan” places the improvement of public cultural service level at an unprecedented strategic height.However,with the people’s diversified demands and new expectation for high-quality public cultural services,the difference and imbalance in the level of public cultural services between regions are increasingly prominent,meanwhile,there is an urgent need to improve the construction level and service efficiency of the regional public cultural service system.Chengdu Chenghua District,as one of the first areas in China to complete the establishment of national public cultural service system demonstration area,there are still some shortcomings in addition to the experience and achievements.Therefore,this thesis takes Chenghua District as the research object,studies the current situation and existing problems of the construction of the public cultural service system,summarizes the reasons that affect the construction and development of the regional public cultural service system,and attempts to analyze the countermeasures for the local government to solve the difficulties in the construction of the public cultural service system,in order to provide reference and opinions for the construction of the regional public cultural service system.Based on relevant theoretical knowledge such as new public service theory,multi-center governance theory and collaborative governance theory,this thesis mainly adopts statistical analysis methods such as literature research,case analysis and questionnaire survey.Starting from the current situation of the construction of public cultural service system in Chenghua District and the needs of the masses,the thesis analyzes the main problems existing in the construction of public cultural service system in Chenghua District as follows: Single products supply,low professional degree of employees,unbalanced facilities,insufficient investment guarantee capacity.The government is restricted by the traditional management mechanism,and the collaborative governance ability is insufficient.The information feedback docking is not in place,the performance appraisal index is lack of practicability,and the appraisal mechanism is not enough to play its role.Through the research and analysis,it is concluded that the main reasons restricting the development of the public cultural service system are the imperfect investment guarantee mechanism,the weak concept of collaborative governance,the imperfect information feedback and performance supervision mechanism.Therefore,this thesis puts forward suggestions to strengthen the guarantee mechanism of public cultural service input,optimize the collaborative governance mechanism of public cultural service subjects,perfect the public cultural service information feedback and assessment of performance evaluation mechanism,focus on improving the efficiency of public cultural services,strengthen the construction of national governance capacity,make efforts to better satisfy the people’s new yearning for a better life,and achieve leapfrog and high-quality development of public cultural service at the community level.
