Policy Practice And Problem Research Of Integrated Medical And Nursing Care In Fuzhou Public Hospital

The integrated medical and nursing care is the exploration of integrating medical resources and nursing resource for elderly.It is a healthy old-age care attempt made by the government under the background of rapidly increased elderly people.Among the three mainstream modes of integration medical and nursing care,public hospitals participate in the mode of medical and nursing cooperation and the mode of in-hospital nursing.The medical services in these two modes are all provided by public hospitals.Therefore,the enthusiasm of public hospitals to participate in the integrated medical and nursing care and the service supply ability directly affects the development of the integrated medical and nursing care.It is of far-reaching significance to study the integrated medical and nursing care of public hospitals and put forward reasonable optimization suggestions for improving the service quality of integrated medical and nursing care and assisting healthy aging.Based on a comprehensive review of the the integrated medical and nursing care policies in fuzhou public hospitals,this study using literature analysis,semi-structured interview,comparative study and other research methods,selected the typical cases of the medical and nursing cooperation and the mode of in-hospital nursing in Fuzhou,research and analysis of fuzhou public hospitals in the integrated medical and nursing care policy in the process of development of the service model and achieved results.This study focuses on three subsystems of the integrated medical and nursing care: government,public hospitals,the elderly,discuss the common problems and individual problems of the three in the policy practice of the integrated medical and nursing care in fuzhou public hospitals.While the gradual development of the integrated medical and nursing care in fuzhou public hospitals,there are also many problems in each subsystem,such as multiple management,insufficient medical supply,lack of financial support and imperfect incentive mechanism,these problems together restrict the high-quality development of the integrated medical and nursing care in Fuzhou public hospitals.Based on an in-depth discussion of the problem and its causes,this study combined with the theory and personal work experience to put forward reasonable and feasible countermeasures: first of all,give full play to the government’s main role in regulating services in welfare pluralism,strengthening the government’s role in connectivity,guide each subsystems to perform its own duties and cooperate;secondly,as the main service provider,public hospitals should actively explore the new service mode of combining medical care with nursing care,to build an intelligent integrated medical and nursing care mode,to implement a tiered system of medical treatment,to improve the path of integrating medical and elderly care services;at last,to guide the elderly to change the traditional pension concept,according to the social class to choose the right way to support the elderly,even can change its role from service beneficiary to service provider when conditions permit.This study aims to improve the service mode of the integrated medical and nursing care in Fuzhou public hospitals through problem analysis and countermeasures and suggestions,it provides theoretical and practical reference for local governments,health administration departments and public hospitals to implement the integrated medical and nursing care and improve the health level and life quality of the elderly.
