| The new generation of information technology such as big data is booming globally,and the use of big data to promote the modernization of social governance has become an inevitable trend.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China further emphasized the need to establish and improve the use of the Internet,big data,artificial intelligence and other technical means for administrative management system rules.The integration of big data and social governance has become the focus of promoting the digital transformation of social governance.The 19 th National Congress of the Communist Party of China and the Third,Fourth and Fifth Plenary Sessions of the 19 th Central Committee of the Communist Party of China all emphasized that the focus of social governance should be shifted down to the grassroots level.With the continuous downward shift of the focus of social governance,the community,as the home of grassroots social governance,has been experiencing multiple challenges since the outbreak of the novel coronavirus pneumonia.As a new technical tool,big data provides a new space for community epidemic prevention and control.It not only solves the problem of fragmentation of traditional community prevention and control,but also contributes to the continuous improvement and progress of prevention and control ability.However,in most practices,the research on the internal logic behind the application of technology is relatively lacking.Therefore,this thesis focuses on how big data promotes the reform of community epidemic prevention and control in the specific practice of community epidemic prevention and control.Through the discussion and research on this issue,it has important significance for promoting emergency management system.Based on the theory of technology embedding and the theory of holistic governance,this thesis uses the literature research method,case study method,interview method and other common methods to further study the logical mechanism of big data empowering community epidemic prevention and control by analyzing the practice of digital cockpit in epidemic prevention and control in S community of Hangzhou.The study found that the traditional epidemic prevention and control measures in S community are faced with problems such as lack of data thinking,barriers to information sharing,fracture in the prevention and control process,and weak cooperation among participants,which drive big data to empower commumity epidemic prevention and control.As a typical application of big data in epidemic prevention and control in S community,digital cockpit has achieved remarkable results in digital epidemic control.Based on the practical exploration of the digital cockpit for epidemic prevention and control in S community,this thesis constructs an analytical framework from three dimensions:technology empowerment,subject collaboration and process reengineering,and studies the logical mechanism of big data empowering community epidemic prevention and control.First of all,the first step of big data embedding in community epidemic prevention and control is technology empowerment,giving full play to the role of big data that can be shared and coordinated,and realizing the integration of prevention and control.Secondly,big data empowers community epidemic prevention and control to effectively integrate the participation of all parties and realize the diversification of prevention and control subjects.Finally,the popularization and application of big data has changed the previous governance process and promoted the scientific prevention and control of community epidemics.However,there are some technical risks in the epidemic prevention and control of big data-enabled communities.For example,the emergence of technology priority,the leakage of personal privacy and the intensification of technology fragmentation have greatly affected the effectiveness of community prevention and control.Therefore,this thesis puts forward some risk prevention measures,such as adhering to the value orientation of humanism,perfecting the system and regulations of technology application,and strengthening the intervention of government subjects. |
