At present,digital technology is developing vigorously and permeates into all governance fields.Governments at all levels are actively using various digital technologies to carry out digital transformation,and the field of crisis management is no exception,especially the epidemic prevention and control.Compared with many epidemics experienced in China in the past,the epidemic prevention and control in COVID-19 has shown great technological advantages.Digital technologies such as the Internet,big data,cloud computing,mobile communication and artificial intelligence have played an important role in this epidemic prevention,providing strong technical support for scientific and accurate epidemic prevention.How to give full play to the effect of technical governance,so as to better enhance the governance capacity and efficiency of the government,is an important issue that scholars are concerned about.However,digital technology does not necessarily lead to efficiency improvement,information sharing and structural transformation.When digital technology is embedded in government organizations,it will interact with organizational systems and actors,and technology will be selected and implemented.Therefore,in the actual application process,there will be multiple uncertainties,and in the interaction,technical governance problems such as electronic formalism,electronic bureaucracy,and technical pressure will also arise.In this regard,this paper takes technical governance as the research perspective,pays attention to the practice of grassroots epidemic prevention and control embedded with digital technology,and takes the intelligent epidemic prevention and control in Q District,Hangzhou City,Zhejiang Province as a case.Through a large number of literature accumulation and field interviews,this paper makes an in-depth analysis of grassroots epidemic prevention and control under technical governance by using relevant theories of technical governance and puts forward corresponding countermeasures and suggestions.The main contents of this paper are as follows:First of all,through combing a large number of related literatures on techno-logy governance,this paper summarizes the interactive relationship between technology and system and the role of actors in technology and system,thus constru-cting a framework of technology-system-actors,which lays a theoretical foundation for the analysis of grass-roots epidemic prevention and control embedded in digital technology.And sort out the transformation of digital technology embeddi-ng and grass-roots public health crisis management.First,it analyzes the fragme-ntation dilemma of grass-roots public health crisis management,including compa-rtmentalization and vague responsibility for crisis response;It is difficult to coor-dinate information barriers with crisis management;Pressure authority and lack of participation in crisis management.The second is to discuss the three characte ristics of digital technology: computability,communicability and connectivity;Digital technology embedded in grass-roots public health crisis management brings about three major changes: information sharing and decision-making optimization,governance structure optimization and actors’ coordination in crisis response.Secondly,from the perspective of technical governance,the epidemic prevention and control in Q District,Hangzhou City,Zhejiang Province is analyzed.The first is to introduce the basis of this case selection and the method of case investigation.The second is to sort out the operation process of intelligent epidemic in Q District of Hangzhou from three aspects: technology,system and actors,and summarize three mechanisms of intelligent epidemic prevention and control: information coordination mechanism,intelligent command and decision mechanism and "three responsibilities linkage" response mechanism.Finally,from the perspective of technical governance,it summarizes the effectiveness of grassroots epidemic prevention and control and reflects on the problems existing in grassroots epidemic prevention and control.The effectiveness of grass-roots epidemic prevention and control includes three aspects: the grass-roots epidemic prevention and control is more precise,the operational efficiency of grass-roots epidemic prevention and control is greatly improved,and the synergy of grass-roots epidemic prevention and control is enhanced.The prevention and control of epidemic situation at the grass-roots level mainly includes three aspects: First,the efficiency paradox of technology,the mechanization of technology and its own pressurization effect make the actors bound,and the efficiency does not increase,but the pressure increases instead.Second,the system shapes technology.To some extent,the system shapes technology,which makes the pressure system form a top-down control system based on the intelligent platform.Third,the dilemma of actors under the dual regulations of technology and system.Actors include internal actors and external actors.The internal actors of the organization include the district government,streets and communities.After embedding into the technical organization,the action space of the actors under the institutional framework is compressed,which to some extent leads to the loss of flexibility of the actors,electronic formalism and heavy burden on the grassroots.There is a problem that the citizens of the external actors of the organization are absent from participation.Based on this,this paper puts forward corresponding policy suggestions,mainly from three aspects: First,strengthen the overall design of technology,specifically including promoting the integration of technology and system;Update and improve the functional requirements of epidemic prevention and control;Create a good environment for the use of technology.The second is to establish and improve the system and mechanism of epidemic prevention and control,including the establishment and improvement of assessment and incentive mechanism;Establish a horizontal coordination mechanism;Establish and improve the empowerment and supervision mechanism;Establish and improve the citizen participation mechanism.The third is to change the governance concept of actors and avoid technicalism,specifically including dialectical view of the role of technology;Strengthen the awareness of administrative responsibility of government personnel at all levels;Establish the concept of "people-centered".This study focuses on the interaction between the district government,the street and the community,and studies the problems and dilemmas of epidemic prevention and control at the grass-roots level by mining the interaction process of technology,system and core actors under the operation of the technology platform,which makes up for the lack of attention to different core actors in the research of technology governance.Moreover,the analysis framework of technology-system-actor has been established,which enriches the related research of technology governance and provides an analysis idea for the prevention and control of epidemic situation at the grass-roots level and public health crisis management. |
