Recently, as the development of the globalization, the frequency of emergencies in the health field has became the focus of the world. The suddenness, the latency and the destructiveness of the emergencies require people always ready to deal with it. Crisis warning management is the first step and the most vital part to defense the public health emergency, in which the crisis could be eliminated in the bud or reduced to the minimum status. Since the emergence of the SARS in 2003, China has set up “one case and three systems” emergency system, established the emergency monitoring and early warning system, built the management model of the unified leadership of the State Council and the cooperation between departments. During the last decade, with deepening of the theoretical research and the practical experience in the field of health emergency, crisis warning management of the public health emergency in China has been built and keep developing forward.Through the analysis of the relevant documents, one conclusion could be drawn that a series of achievement has been made by China, such as the gradual development of the epidemic information releasing mechanism, the formation of a scientific and standardized crisis warning management philosophy. However, compared with the world advanced level, gaps still exist. In order to study the ways for establishing and improving the crisis early warning management system, to offer assurance for a healthy and orderly development of the social life, a review of the outbreak of SARS in 2003 and the emergence of H7N9 in 2013 has been made by using the method of case study and conclude the development process for the public health emergency crisis warning management in China from the initial establishment to the gradual development. Then vertical comparative analysis is conducted based on the emergency warning management of SARS and H7N9. From the comparison of the budding, the occurrence, the confirmation, the release and the control of the above two cases, shortages and deficiencies have been found in the public emergency warning management in China such as, lack of joint mechanisms and coordination difficulties between departments, not high proportion of public opinion monitoring and the distortion of information dissemination, emergency workers’ insufficient monitoring and early warning capacity. Moreover, the reasons of the above-identified shortages and deficiencies have been analyzed. Finally, through the research of the emergency warning management system of the United States, Britain, Japan and other foreign countries, combined with China’s specific national conditions, based on the analysis of deficiencies of public health emergency crisis warning management in China, learning lessons from the advanced management experience of foreign public health emergency crisis, a sound early warning crisis management monitoring and evaluation system is put forward, the government crisis warning management coordination mechanism is improved, the emergency warning management construction of emergency personnel is strengthened.
