Research On Health Administrative Supervision Of Private Medical Institutions Under The Background Of New Medical Reform

In April 2009,the new round of health care reform clearly proposed to encourage and guide social capital to enter medical services career.With the continuous coming out of support policies,private medical institutions have become hot spots in capital competition,and the important component force of medical service market of our country.However,over-scope operation and over-treatment in some private medical institutions have seriously disrupted the medical market.Perfecting the supervision system and standardizing the practice behavior of private medical institutions will be conductive to enhance the overall quality of medical service in China.In this paper,the definition of core concept of health administrative supervision in private medical institutions is as the entry point,combing the constitution of health administrative supervision system of private medical institutions,combining with theories of public administration,government failure and information asymmetry,the current situation of health administrative supervision in private medical institutions under the background of the new medical reform is summed up and analyzed.Since the new medical reform,the government has put forward new requirements of lowering the entry threshold and improving the practice environment,etc.,also implemented new regulatory measures to simplify approval procedures,double randomness and one public disclosure.However,problems still exist in the supervision of the health administration of the private medical institutions in China,such as the limitation of the supervision main body,the separate supervision of the department each own,the backward means of supervision and the insufficient enforcement of the law,etc.Through the deep analysis of which,it is considered that respects of reasons exist such as the mispositioning of capital's medical setting up itself and its pursuit of profit,the lag of supervision legislation,the lack of communication between multi-department of supervision,the short-term supervision,the complex supervision environment and the increasing strength of various kinds of supervision,etc.Drawing up domestic and foreign practical experiences will have brought about enlightening to our health administrative supervision of private medical institutions,the perfection of medical laws and regulations,establishment of a comprehensive supervision system and ensuring the independence of supervision organizations,and then propose suggestions to accelerate the promulgation of thebasic law on medical and health care,perfect the system of laws and regulations of medical supervision,play the role of supervisory power of third party organizations,establish the whole process supervision system of private medical institutions,guide the benign development of capital itself,construct the credit system of private medical institutions and guide social forces to participate in supervision,etc.
