| The issue of uneven distribution of medical resources in our country is becoming increasingly prominent, which is reflected in the differences between medical institutions at various levels and regions with different development levels. In order to solve this problem,China has once again emphasized deepening medical reform and promoting the sinking of high-quality medical resources in the "14th Five-Year Plan and 2035 Longterm Goals Outline." Telemedicine service supply chain integration of physician resources from different medical institutions can achieve cross-temporal and spatial delivery of human resources. However, there is still a lack of research on management issues of resource allocation capabilities in the field of telemedicine, and the decisionmaking problems of cooperation models in the supply chain remain to be demonstrated. Therefore, this thesis comprehensively considers various realistic factors, combines the trend of big data empowerment of telemedicine platforms, and conducts relevant research. The main research content is divided into the following three parts:(1)Research on the issue of configuration differences of human and material resources in China’s medical field.Using the Theil index and coupling coordination degree method to analyze the distribution of human and material resources in China, the results show that the allocation of human and material resources in traditional face-toface medical services has significant differences, which brings a huge negative impact on the national medical reform.Only telemedicine services can effectively solve the imbalance of human and material resources in traditional medical models, which is of great value to the improvement of the national medical insurance system.(2)Optimization research on the telemedicine service supply chain considering resource allocation capabilities. For the cases without and with the adoption of telemedicine service supply chains, patient choice behavior, service price, treatment cost, and other parameters are introduced to optimize the resource allocation of telemedicine service supply chains based on the established referral model. The research results show that the performance-based penalty bundling contract can achieve the optimal allocation of resources in the telemedicine service supply chain. The penalty bundling contract can share the resources of higher-level hospitals with lower-level hospitals, thus alleviating the problem of differences in human and material resources in China’s medical field, improving overall social welfare, and reducing the resource demand of lower-level hospitals.(3)Research on the cooperation mode selection strategy between higher-level hospitals and platforms in the telemedicine service supply chain under data-driven conditions. The research results show that the increase in drug profits will lead higherlevel hospitals to choose agency and hospital drug procurement models. However, the existence of data-driven diagnosis and treatment can,to some extent, make higher-level hospitals choose the distribution model, thus enabling the platform to obtain pricing power and drug sales rights. |
