In today's changing times, the pursuit of health has become an important symbol of the pursuit of a better life. With the rapid development of network technology, the development of the field of "Internet + medicine" has been highly attended by the national government. Many medical institutions and domestic and foreign enterprises compete to carry out medical cooperation and network research and development. In the strategic background of Internet and big data,it has shown a strong advantage for telemedicine technology in the consultation and treatment of all kinds of acute and chronic diseases. So that the majority of patients enjoy high-quality medical resources while saving unnecessary expenses. The issue of medical management decision making has become a research topic concerned by experts and scholars in related fields at home and abroad. However, most of the existing researches on telemedicine focus on the technical development of telemedicine system and the optimal allocation of medical treatment and resources. It has not formed a systematic research system for The collaborative optimization decision problem of telemedicine full cycle and it lacks the corresponding decision analysis method and technical support. In view of this, this paper is based on the systematic research of multi-group collaborative optimization decision-making theory and targeted research of decision-making methods for the whole cycle of telemedicine. The management decision-making of the whole cycle of telemedicine is studied in stages by focusing on the preferences and behavioral strategies of the main groups involved in telemedicine, and the targeted decision analysis method is given. It has certain theoretical and practical significance. It mainly includes the following parts:(1)The description and research framework of the multi-agent decision problem of telemedical service has been extracted. In order to define the multi-agent decision problem research system of telemedical service,multi-agent decision problems of telemedical service can be divided into four parts: cross-regional organization and patient collaborative decision making in multi-agent decision problems of telemedical service,cross-regional organization and patient collaborative decision making in multi-agent decision problems of telemedicalservice,doctor-patient remote online matching decision and telemedical service quality evaluation. On this basis,it summarizes the general description of multi-agent decision problems of telemedical service, and constructs the research framework and conceptual model, which provides the theoretical and analysis guidance for the research of related problems, and provides the theoretical basis for the expansion and practice of the research problem.(2)The cross-regional organization and patient collaborative decision-making problem is studied in detail. For participating groups of telemedical services,on the basis of clarifying the game relations among groups and the strategic options for their behavioral decisions, the evolutionary path, evolutionary equilibrium and relevant indicators of behavioral choice of cross-regional hospitals and patients in telemedical service are analyzed by establishing a tripartite evolutionary game model of two cross-regional hospitals and patients.Based on the principle of maximizing the benefits of the three parties, the influencing factors that restrict the development of telemedicine collaborative medical service are studied. The real data are used for numerical simulation, and corresponding incentive policies and suggestions are given.(3)The cross-regional organizations collaborative and shared problem in telemedical multi-agent decision-making is studied in detail. For medical institutions participating in telemedicial services,on the basis of clarifying the game relations among groups and the strategic options for their behavioral decisions, the evolutionary path, evolutionary equilibrium and relevant indicators of cross-regional hospital behavior selection in telemedical service by establishing an evolutionary game model of strategy selection for two hospitals in different regions.Based on the principle of maximizing their respective benefits, the influencing factors of cross-regional hospital knowledge sharing in telemedicine services has been studied. The corresponding incentive policies and suggestions are given after numerical simulation.(4)The doctor-patient online matching in multi-agent decision problems of telemedical service is studied in detail. For the medical institutions participating in telemedical services, the strategy of patients and doctors to choose the most suitable match for them are determined. In the practical matching process, the familiarity between doctors and patients, the expertise of doctors and the stability of the matching scheme are all very important factors. The matching satisfaction of patients and doctors is calculated by giving the relevant definitions of stability, satisfaction and familiarity with the matching scheme The goal-oriented matching decision model with satisfaction, stability and familiarity has been constructed. The corresponding optimal matching scheme is obtained by solving the model, and a numerical example is given to prove the applicability of the method.(5)The telemedical service quality evaluation problems are studied in detail. To the quality evaluation problem of telemedicine service for large group considering two-dimensional equilibrium.Specifically,a large group decision making method based on stochastic MULTIMOORA is established, and different decision perspectives of multi-source decision makers are constructed.Taking the reality of China as an example, the differentiation index evaluation method of medical service quality is firstly established. In the process of decision making,an information aggregation method of multi-source decision maker and standardized decision matrix is proposed.Through the traditional distance measurement method,a comprehensive evaluation method based on multi-source evaluation information is proposed. Finally,a numerical example is given to demonstrate the feasibility of the proposed. To the quality evaluation problem of telemedicine service considering large and small groups.Group decision making can be solved by taking group decision making as the consensus decision of large groups and small groups. Then the consensus model combined with TOPSIS theory is constructed.Considering the scheme evaluation by large and small groups,a reasonable comprehensive evaluation of the scheme reached consensus by large and small groups is carried out,and the scheme is determined through feedback and adjustment. And the sequences of large and small groups were determined. The consistent measurement of the sequence of large and small groups is to minimize the order deviation of the total group and large and small groups. On the basis of recognizing the decision-making behaviors of large and small groups in different situations, the corresponding adjustment rules are given. To sum up,the theory and method of multi-agent decision problems under thebackground telemedical service proposed in this paper not only provide a systematic research framework for the telemedical service, but also can be applied to solve various decision-making problems of other groups in reality. For example,multi-department joint participation in emergency decision making,multi-party participation in product development project selection and online credit evaluation, etc. It provides more effective theoretical and method support for effectively solving such complex multi-stage decision making problems.
