Research On The Evolution Of China’s Medical And Health Informatization Policy Based On Text Measurement

In the information age,the construction of medical and health informatization is an important part of the people’s livelihood in the in-depth promotion of my country’s informatization development strategy,and it is also the core construction content under the background of the current dual track of digital China and healthy China.The Chinese government attaches great importance to the construction of medical and health informatization,and has formulated a targeted medical and health informatization policy based on the current development of medical and health undertakings.The policy layout has reached a corresponding scale,which has promoted the process of my country’s medical and health informatization construction and analyzed medical and health informatization policies.The characteristics of evolution,and further exploration of policy optimization space,have important theoretical and practical value.This paper uses the medical and health informatization policy texts issued by China’s central government departments from 1985 to 2020 as research data,clarifies the concept of medical and health informatization policy,divides the phases of policy evolution,and builds a four-dimension policy analysis framework of "Policy Subject-Policy Theme-Policy ToolInformation Lifecycle ",with the help of text measurement thinking,comprehensively uses social network analysis,text mining,content analysis,statistical analysis and other analytical methods to analyze the characteristics of China’s medical and health information policy evolution.Research results show that the evolution of China’s medical and health informatization policy is divided into four stages:the preliminary exploration stage from 1985 to 1994,the slow development stage from 1995 to 2002,the rapid advance stage from 2003 to2008,and the comprehensive exploration from 2009 to 2020.The number of policy subjects in China’s medical and health information is gradually diversified,and the openness of the cooperation network is gradually increasing,but the diversification of policy subjects has also led to a weakening of the degree of coordination between policy subjects.The content of policy themes is gradually enriched.The policy themes of the preliminary exploration stage focus on the automation of health statistics and the standardization of health data reporting.The policy themes of the slow development stage focus on the hospital management information system,telemedicine education,disease report information system,and the rapid advancement of the stage policy themes focus on public health database,medical and health e-government,clinical database system,comprehensive breakthrough stage policy themes focus on Internet + medical health,health service informatization,regional health informatization,and epidemic prevention and control informatization.China’s medical and health informatization policy tools mainly use supply-based policy tools.During the four policy evolution stages,the proportion of use has decreased,but the proportion of three types of policy tools is more than half,environmental policy tools and demand-based policies The proportion of tools used is gradually increasing.Among them,demand-based policy tools have been used less,and the overall use structure of the three types of policy tools is relatively unbalanced.China’s medical and health informatization policy focuses on the four information life cycle stages of information data recording and archiving,information data sharing application,information data submission and integration,information data analysis and processing,information data storage management,information data quality supervision,and information data security maintenance less attention.Finally,based on the analysis results of the characteristics of the evolution of the medical and health informatization policy,from the four dimensions of the coordinated governance of policy subjects,the top-level design of the policy theme,the structural layout of policy tools,and the information life cycle management,corresponding countermeasures and suggestions are proposed for the optimization of future medical and health informatization policies.
