Research On The Policy Of Lower Body Medical Integration From The Perspective Of Policy Tools

In recent years,the national physical fitness has gradually declined,the prevalence rate has remained high,and the national expenditure in the health and medical industry has been increasing year by year.The national promotion of the development of physical and medical integration is an important way to improve the people’s physical health and resolve the severe situation between people’s health demand and health and medical treatment.Therefore,China’s central government departments have formulated relevant policies to promote the development of integrated sports and medicine.It is of certain theoretical and practical significance to analyze these policy texts from the perspective of policy tools and put forward relevant measures to improve the policies according to the characteristics of the policy texts.Policy instrument theory is mainly used by scholars to analyze policy planning,policy implementation and other issues in research.It is an important channel for countries to achieve governance goals through policy texts.From the perspective of policy tools,this paper focuses on the development of medical and physical integration in China,and takes the2016-2020 medical and physical integration policy texts as the main research object.Based on previous research experience,a two-dimensional analysis framework was constructed,and literature research method and content analysis method were used to mainly study the text of medical integration policy issued since 2000 and discuss the content of the text of medical integration policy.From the dimensions of policy tools and the realization of medical integration,it is found that in the dimension of policy tools,supply and environment policy tools are overused,while demand policy tools are less used.In the dimension of physical and medical integration,the government focuses on the use of policy tools and calls for the participation of more social organizations and social forces to encourage more people to pay attention to health issues.The following measures must be taken to improve the policy tools of physical and medical integration in China: in terms of the use of supply-oriented policy tools,the construction of infrastructure needs to be strengthened;In terms of the use of environmental policy tools,laws and regulations are needed to maintain order and provide a good environment for the promotion and development of the integration of sports and medicine.In terms of the use of demand-oriented policy tools,combined with field investigation,it is found that the related products and equipment integrated with the development of physical medicine are relatively scarce.In the future policy making process,the state can pay more attention to government procurement and increase the investment in national physical fitness monitoring instruments and equipment.Through the above studies,this paper attempts to make a useful supplement for the development,policy formulation and implementation of the integration of sports and medicine in China,which is of great significance for the future development of sports and medicine integration in China.
