Study On The Improvement Of Township Public Health Governance Capacity

Public health governance is a major issue related to the healthy development of Chinese citizens.The CPC and governments at all levels have always placed public health governance construction in an important position.The public health management capacity of villages and towns is related to the health and life of rural residents.The improvement of public health management in rural areas also affects the development and progress of rural society in China.In the wake of COVID-19,the CPC has adhered to the principle of "putting people and life first",actively shouldered its responsibilities,adopted scientific policies and targeted measures to prevent and treat COVID-19,summarized China’s experience,and moved forward with the building of a community with a shared future for mankind.In the process of epidemic prevention and control,we have achieved great success.Township and township governments pay more attention to villagers’ health services,and the level of public health services has been greatly improved.However,the supply of public health services in rural areas is still based on basic public health services,which mainly guarantees the most basic medical and health needs of villagers.In the new era,the development of township public health is still in a relatively backward position.In order to meet the villagers’ expectation of healthy life,it is of great importance to strengthen township public health management.The first part of this paper includes the definition and theoretical basis of public health governance.In terms of theoretical basis,governance theory,new public service theory and government failure theory are discussed to provide theoretical support for this paper.The second part mainly introduces the four components of public health governance capacity: health policy capacity,health financial capacity,service supply capacity and interest coordination capacity,as well as the governance mechanism of township public health.The third part takes the rural areas of three counties in Jiangxi Province as samples to conduct research and data statistics on public health governance.Through the analysis found that the current public health management in Jiangxi province in the functions of the government,talents construction,information construction has made certain achievements,but there are also some problems: the governance of public health consciousness and selfconsciousness is inconsistent,insufficient government execution,inadequate public health resource allocation,multiple subject participation enthusiasm is not high.The fourth part is based on the investigation of public health management capacity in some rural areas of three counties in Jiangxi Province.This paper discusses the township government’s public health system construction,governance mechanism,governance supply capacity,essential support and resource allocation.The fifth part tries to put forward the path to improve the township public health governance capacity.This paper expounds the rationality of improving rural health system construction,building long-term public health governance mechanism,Strengthening factor support,building multi-subject governance pattern and improving public health resources allocation.
