A Ground-rooted Analysis Of The Policy Of Combining Medical Care With Health Care From The Perspective Of Policy Tools

It has been more than 20 years since China entered the aging society,and it will gradually enter the stage of rapid,rapid and deep aging in the future.Aging will lead to the serious consequences of reducing the social labor force,increasing the burden of providing for the aged and increasing the pressure on the supply of public services.At the same time,it will lead to the disability and chronic illness of the elderly,and the demand of the elderly for healthy old-age care is increasing day by day,showing the characteristics of diversification and multi-level.In 2013,the central government issued a policy document announcing the formal birth of the combination of medical care and health care.Since then,the government has continuously promoted the introduction of relevant policies,aiming at promoting the practice of combining medical care with health care,refining the implementation norms,and resolving basic problems,key problems and hot topics.Cultivating the combination of medical care and nursing is not only conducive to responding to the healthy needs of the elderly,relieving the pressure of family care,enhancing the sense of happiness and gain of the elderly group,enhancing national welfare and promoting social harmony,but also promoting the upgrading and optimization of the industrial structure of medical care and nursing for the elderly,radiating the development of surrounding industries,fully releasing the vitality of the elderly consumer market and promoting the employment of related personnel.From the macro perspective,the central government is the leading force to lead the development of the combination of medical care and health care,which is embodied in the central government’s promulgation of policies to promote the follow-up participation,cooperation,division of labor and improvement of social organizations.Therefore,policy supply has far-reaching influence on the combination of medical care and health care,and policy tools are usually regarded as the means to achieve policy objectives.The author chooses the central policy text as the research object,and tries to answer the research question of which policy tools the central government has used in the process of implementing the combination of medical care and health care.The research idea of this paper is "research necessity-research status-research problems-rooted analysis-research summary" : firstly,combining with the current background and literature review,this paper discusses the research significance at the theoretical and practical levels,and finds that there is a lack of research on the policy tools of combining medical care with health care in China.Secondly,according to the development of social times and the time nodes of key policies,the development stages of combining medical care with health care are sorted out,and the evolution characteristics are summarized.Then,by using grounded analysis and text analysis,this paper deeply analyzes the policy texts of the combination of medical care and education issued by the central government from 2013 to 2020,and constructs the policy tools and policy models of the combination of medical care and education that are in line with China’s national conditions.After digging and analyzing the text,combining with the Modified instrumentalism and Welfare pentagonism,this paper constructs a policy model of "policy background-policy subject-policy tool-policy goal".That is,under the policy background of aging,chronic illness and disability,three types of government departments,namely,overall management,functional support and resource guarantee,issue policy texts,and adopt four types of policy tools,namely,joint cooperation,authoritative coercion,incentive participation and voluntary supply,according to the degree of government intervention and the way of providing medical products and services,in order to achieve the triple policy objectives of economic development,political strengthening and social construction.In the future development,the policy of combining medical care with health care should strengthen the cooperation among main organizations,promote the equalization of medical care services,and continue to sink medical resources to family communities.
