In order to further improve the medical and management level of hospitals,China launched the comprehensive reform of the medical and health industry in 2009.The new medical reform brings opportunities for the development of the medical industry,but it also faces great challenges.Under the background of the new medical reform,Public hospitals should not only keep pace with the times,strengthen their internal construction and management,so as to realize the medical staff’s self-value,and improve the level of medical technology and medical service quality,enhance the core competitiveness,but also should provide the satisfaction for the broad masses of the people the medical services,solve the problem of inadequate and overly expensive medical services,achieve the aim of public hospital public welfare medical services.The scientific and systematic performance assessment system can evaluate the hospital from many angles.It is an effective tool for the management and monitoring of public hospitals.Perfect public hospital performance evaluation system,which is beneficial to improve the level of medical technology and services,improve the competence of public hospitals,and promote the public the coordinated development of the social and economic benefits of the public hospital,the realization of medical staff,hospital and society together win’s goals play an important role.In this paper,based on the sufficient study and draw lessons from performance appraisal on the basis of relevant theories,combining the new medical reform policies,through the analysis of the original performance evaluation system of Q hospital,around the strategic target decomposition,using such as the RBRVS,KPI performance appraisal methods,solve the deficiency of the original performance appraisal of Q hospital,building Q hospital’s new performance appraisal system,put the new performance appraisal system to applied in the Q hospital for in-depth analysis and research,explore the establishment and improvement of the performance appraisal system of Q hospital,,to improve the Q Hospital internal management,further arouse the enthusiasm of the medical staff,improve the level of medical services,achieve the goal of public hospital public welfare,ensure the sustainable development of Q hospital.The research of this paper plays a certain role in other public hospitals that are promoting and implementing the performance appraisal system.
