| In the report of the 19 th Party Congress,it is proposed to implement the strategy of rural revitalization and promote the reform of rural land system.As an important pivot point of the rural revitalization strategy,the implementation of agricultural land transfer policy can effectively solve the problem of "fragmentation" of rural land,which is of great significance to optimize the allocation of land resources,improve the efficiency of land use and achieve high-quality agricultural development.In recent years,the government has continuously issued relevant policies to encourage farmers to participate in agricultural land transfer,however,the implementation of the policy has not achieved the expected results.According to the statistics of the Ministry of Agriculture and Rural Affairs,the rate of farmland transfer in China is 34.78% by 2020,which is still at a low level compared to the appropriate scale of farmland and agricultural development needs,and the effect of policy implementation needs to be further released and improved.As a basic unit of rural society,the farmland transfer decision of farming households is often a reflection of the will of the whole farming household.As the life cycle of a household evolves,the effective labor supply and consumption demand of farming households will change accordingly,and the dependence of farming households on farmland and the perception of its functional value will also change accordingly,resulting in a differentiated effect on their transfer decision.Therefore,it is important to study the mechanism of family life cycle on farmland transfer decision from the perspective of farmland functional value perception to enrich the current theoretical study of farming household behavior,guide the practice of farmland transfer policy,and achieve high-quality agricultural development.This paper is selected from the Humanities and Social Sciences Research Planning Fund Project of the Ministry of Education: Research on Decision-Making Mechanism,Performance Assessment and Improvement of Agricultural Land Transfer Behavior from the Perspective of Livelihood Capital(Grant No.20YJAZH015),based on the family life cycle theory,adopts 1017 research data of farmers in Jianghan Plain and western mountainous area of Hubei Province,and measures the level of farmers’ farmland functional value perceptions by constructing a farmland functional value perception index system and using the entropy value method;then uses farmers’ economic production,social security,ecological security and cultural inheritance value perceptions as mediating variables to analyze the impact of family life cycle on farmers’ farmland transfer decisions and farmland transfer decisions.The study then used a multivariate logistic regression model to analyze the impact of farmers’ perceptions of farmland functional values on farmland transfer decisions at different stages of the family life cycle.The main findings of the study are as follows:(1)Farmers’ perceptions of the functional value of farmland differed significantly across household life cycle stages.On the whole,the perceived social security value and ecological security value of farmland are higher than the perceived economic production value and cultural heritage value.The perceptions of economic production value were relatively higher in the starting period,support period and empty nest period,and relatively lower in the burden period,stability period and maintenance period;the perceptions of cultural inheritance value were higher in the starting period and empty nest period;(2)The influence path of family life cycle on farmland transfer decision includes direct influence and the influence of mediating effect through the cognition of functional value of farmland;the cognition of functional value of farmland has a full mediating effect on the transfer out decision of farmers and a partial mediating effect on the transfer in decision of farmland.Compared with farm households in the support and empty nesting periods,farm households in the support and burden periods are more likely to make transfer-out and transfer-in decisions;the family life cycle has significant effects on the perceptions of social security,ecological security and cultural heritage values of farmland;the perceptions of economic production,social security and cultural heritage values of farm households have significant negative effects on their transfer-out decisions,the perceptions of ecological security values have positive effects on transfer-out decisions,and the perceptions of economic(2)The perceptions of economic production,social security and cultural heritage values have a significant negative influence on the decision to switch out,the perceptions of ecological security values have a positive influence on the decision to switch out,and the perceptions of economic production and cultural heritage values have a significant positive influence on the decision to switch in(3)From the perspective of different household life cycle stages,farmers’ farmland value perceptions mainly influenced farmers’ transfer decisions to or from a certain aspect.Among them,the perceptions of economic production and cultural inheritance values have a negative influence on the decision to transfer out of farmland for households in the dependency and burden periods,and the decision to transfer in for households in the stability period,while the perceptions of social security values have a negative influence on the decision to transfer out of farmland for households in the dependency period and the empty nest period,while the perceptions of ecological security values have a positive influence on the decision to transfer out of farmland for them.The study suggests that a one-size-fits-all policy should be avoided in the process of promoting agricultural land transfer policy.On the one hand,the government should fully consider the family characteristics of farmers with different family life cycles and introduce corresponding support policies to guide farmers to participate in farmland transfer;on the other hand,in the process of promoting farmland transfer policy,the government can first conduct a survey on the perceived functional value of farmland in the region and adopt a differentiated farmland transfer policy based on farmers’ perceptions,focusing on those with higher perceptions of economic production and cultural heritage values.The government should also strengthen risk prevention.At the same time,the government should also strengthen the risk prevention mechanism and establish a sound rural land transfer market. |
