The transfer of cultivated land is an important means to promote agricultural scale management and realize agricultural modernization development,and it is also an effective measure to promote the development of new urbanization and implement the strategy of rural revitalization.As a major agricultural province in the central region,Hunan Province has achieved significant results in the transfer of cultivated land.In order to further promote the efficient transfer of cultivated land in Hunan Province,this article follows the principle of regional heterogeneity and the main functional zoning of Hunan Province.The main agricultural product producing areas and national key ecological function areas selected Liuyang City,Hanshou County,and Longshan County as the research objects.According to the survey data,construct an indicator system for measuring the conversion effect of farmers' cultivated land from three dimensions: the level of transfer,the degree of marketization of transfer,and the degree of "non-agricultural" transfer of cultivated land.The Heckman two-stage model is used to develop the area of transfer effect of farmers' cultivated land.Analysis of differences and influencing factors,and aiming at the deficiencies in the transfer of cultivated land in various places,point-by-point,classify and propose targeted policy recommendations to guide farmers in the province to orderly and efficiently carry outcultivated land transfer.The main research conclusions are as follows:(1)From the perspective of the comprehensive effect of the transfer of cultivated land,the comprehensive effect of the transfer of cultivated land in Liuyang City is the best,the comprehensive effect of Hanshou County is second,and the comprehensive effect of Longshan County is the worst.Specifically,in terms of the transfer level,the transfer rate of cultivated land and the transfer price of cultivated land of sample farmers in Liuyang City are generally higher than those of the other two counties.In terms of the degree of transfer marketization,the energy level of the agricultural scale operation and management of cultivated land transfer in Liuyang City The degree of organization and marketization of the transfer method are higher than those of the other two counties.From the perspective of the "non-agricultural" transfer,Hanshou County to Longshan County and Liuyang City increase in order.(2)In terms of the influencing factors of the effect of arable land transfer,from the perspective of common factors,the age of the head of the household,the degree of arable land fragmentation,the proportion of non-agricultural income,and the difficulty of obtaining transfer information all have significant effects on the transfer of arable land in the three counties(cities).From the perspective of individuality: National key development zones,the transfer of cultivated land is more related to education level,soil fertility and satisfaction with the policy of transfer ofcultivated land.The national-level main agricultural production area is mainly affected by the proportion of non-agricultural labor and the distance to the nearest city.The state-level key ecological function area is mainly affected by accessibility,altitude and the amount of government subsidies for new agricultural insurance.(3)Based on the research conclusions,this article puts forward policy recommendations for promoting the transfer and development of cultivated land for Hunan Province and various major functional areas.As far as Hunan Province is concerned,it is necessary to strictly control the use of agricultural land,improve the flatness of agricultural land,accelerate the process of urbanization,and establish a service platform for the transfer of cultivated land.National key development zones need to improve the educational level of farmers,continue to promote agricultural land improvement,and strengthen the promotion of farmland transfer related content.The main national agricultural production areas should increase the proportion of non-agricultural employment for rural residents and expand road transportation networks.National key ecological function zones need to improve field road construction,improve farming technology,and improve the social security system.
