The capital farmland is the essence of arable land, which has important practical significance for the protection of national food security as the sustainable and stable development of economy and society. To carry out the research on capital farmland remediation and utilization decision-making, providing reference for capital farmland remediation and utilization, exploring the effective measures for the capital farmland protection area construction and use efficiency under the premise of regional protection of ecological environment and agricultural sustainable development. It has significant value of research and application.This study employ land remediation as a way to the construction of capital farmland, adopt the theory of agricultural land classification as a measure to measure the capital farmland quality, construct a life community which is agricultural harvest,beautiful environment, natural harmonious and nostalgia plentiful as the capital farmland construction goal. And clarifying the internal mechanism of capital farmland remediation and utilization decision-making, constructing evaluation system for capital farmland remediation and utilization decision-making which from time-space,regional and field scale. Then, taking Quzhou County as an example, coupling evaluation results and farmers preferences to provide effective capital farmland remediation and utilization measures to enhance the capital farmland utilization efficiency, guarantee good ecological and agricultural sustainable development.The results show that the biological productivity of the capital farmland in Quzhou County is 898.51 g/(m2·a), the actual productivity is 816.73 g/(m2·a),achieving 90.9% of the biological productivity. To contrast nation and region nearby,it is in high productivity level, but the existence of water resources bottleneck is prominent. The value of capital farmland remediation and utilization decision-making evaluation in regional scale is 0.74, the degree of perfection of the ecological construction facilities and ecological landscape is medium. The balance between land and water is frail and biological quantity is small. The value of capital farmland remediation and utilization decision-making evaluation in field scale is 0.14, the degree of heterogeneous is light and exists individual differences in soil profile pattern and cultivation management. Farmer preference demand mainly include:refuse fallow to avoid short-term revenue loss, widely support wells plus and road construction in the field; priority for soil structure improvement and irrigation security upgrade project. Therefore, to fully consider the interests of farmers and couple evaluation results, making decision as follows: On time-space scale, giving farmers subsidies or provide job opportunities for reduce the loss of them under guide farmers to implement "one year one ripe" cropping system. On regional scale, taking road quality improvement, water and soil resources matching, ecological environmental protection as the main content. On field scale, taking soil structure improvement as the main content of farmland homogenization.
