Research On The Construction Of Traceability System For Fishing Aquatic Products In China

With the continuous improvement of China’s requirements for sustainable fishery management,how to achieve sustainable development and effective management of fishery resources has become one of the hot spots.In this context,the research and analysis of the sustainable certification system of the Marine Stewardship Council(MSC)has good reference significance for sustainable marine fisheries management in China.The MSC Sustainable Fisheries Certification and the MSC Chain of Custody certification embody the concepts of sustainability and traceability respectively,and certification means assuring consumers that aquatic products come from sustainable fisheries.This is consistent with China’s current fishery management policy requirements and industrial development needs.This paper attempts to sort out the standards,standard formulation procedures and certification procedures for MSC sustainable fishery certification and chain of custody certification,analyze the reference points of the certification system,and put forward countermeasures and suggestions for building a traceability system for fishing and aquatic products in China.In the process of research,this paper first obtains relevant materials and data through the official website of MSC,which is used to sort out the backbone content of MSC certification standards,the basis and development process of standards,and the basic structure of MSC certification procedures.Secondly,this paper also collects relevant domestic and foreign literature through domestic and foreign authoritative literature databases such as CNKI and Web of Science,and sorts out the existing shortcomings of China’s aquatic product traceability system and relevant views to support the evaluation and analysis of MSC certification system in this paper.Finally,on the basis of existing materials,the reference of MSC certification system for the construction of China’s capture aquatic product traceability system is analyzed and summarized,and corresponding countermeasures and suggestions are put forward accordingly.Based on the analysis of existing materials,the existing shortcomings of China’s aquatic product traceability system include the following four points: first,there is a certain lag and limitation in the laws and regulations related to aquatic product traceability;Second,the existing standards for traceability of aquatic products are not perfect;Third,it is difficult to collect basic traceability information of aquatic products;Fourth,it is not enough to form a generalizable universal experience.The key points to the effective operation of the MSC certification system are: first,by convening a global expert think tank,developing assessment standards based on internationally recognized fisheries management concepts and norms,and allowing stakeholders to participate in the development of standards;The second is to entrust a third-party institution to assess fisheries or organizations according to unified procedures,and set up procedures such as peer review,public objection,and regular re-examination.The certification system provides four points for China to build a traceability system for fishing aquatic products,first,a certification mechanism with multi-party participation;Second,a well-established ancillary plan;Third,standardized standard-setting procedures;Fourth,an authoritative third-party certification body and an open and transparent certification process.Combined with the development status of China’s aquatic product traceability system,on the basis of the construction mechanism and reference of MSC certification system,China’s construction of fishery product traceability system can start from the following four aspects: first,through stakeholder participation in the formulation of standards and other ways to enhance the awareness and support of fishing aquatic product traceability;Second,rely on fishermen’s organizations to improve the level of organization,and include as many enterprises or organizations as possible in retrospective management;Third,establish a standardized traceability certification procedure for fishing and aquatic products;Fourth,establish an authoritative third-party certification body.Through the above measures,a standardized,reasonable and authoritative traceability system for fishing aquatic products can be initially constructed,the integration and improvement of the traceability system of "aquaculture + fishing" aquatic products can be promoted,and the sustainable development of fishery can be realized,and it will also play an irreplaceable role in industrial organization,intensification and standardization.
