Fishing is one of the most recognized and dangerous industries in the world.However,the number of fishermen worldwide is huge,and in order to guarantee that fishing crews have safe and decent working and living conditions,the International Labor Organization adopted the C188-Work in Fishing Convention and the R199-Work in Fishing Recommendation in June 2007.Among them,the C188-Work in Fishing Convention entered into force on November 16,2017,and by 2023,there will be 20 States Parties to the Convention.The C188-Work in Fishing Convention is currently the most comprehensive framework guidance for the fisheries management sector to set norms for fisheries labor management,and its entry into force has had a significant impact on the world’s fisheries management.The international standards and requirements of the Convention are both an opportunity and a challenge for China’s distant-water fisheries management,providing a good opportunity to improve the comprehensive strength of China’s distant-water fisheries management while at the same time putting forward higher requirements for China’s distant-water fisheries management to be internationally aligned.Although China has not yet acceded to the Convention,the development of China’s distant-water fisheries and the increasingly frequent interaction with international fisheries means that China’s distant-water fisheries will be potentially affected by the Convention in terms of legal system construction,production facilities construction and production layout adjustment.While the Convention poses a challenge to the domestic legislative system,it also accelerates the pace of construction of China’s legal system for distant-water fisheries.If the Convention and China’s fishing vessel inspection requirements are compared and analyzed,it can be seen that the Convention makes China’s distant-water fisheries production facilities face great challenges,but also prompted China to pay more attention to the upgrading of production facilities,thereby accelerating the modernization of the equipment level of pelagic fishing vessels.The Convention has an impact on the layout of distant-water fishing production,which to a certain extent restricts the development space of China’s distant-water fisheries,and needs to accelerate the pace of rationalization of fisheries production layout.In the new era of globalization of fisheries,in order to cope with the entry into force of the Convention,to adapt the management of China’s distant-water fisheries to the increasingly strict standards of international conventions,to gradually converge with the requirements of international fisheries management,and to prepare for compliance,this paper combines the compliance experience of other countries,based on the multiple management bodies of government departments,enterprises and social organizations,and from the perspective of legislation,policy-making,publicity and other software and hardware capacity building This paper proposes strategies for China’s future accession to the Convention,so as to provide certain opinions and suggestions for accelerating the improvement of China’s distant-water fisheries management system,enriching China’s distant-water fisheries management practices,promoting China’s high-quality development of distant-water fisheries,and establishing China’s image as a responsible fisheries power. |
