In recent years,with the rapid development of fisheries,human overexploitation of marine resources and the deterioration of marine ecological environment have become the "bottleneck" restricting the sustainable development of marine economy.Facing the increasingly serious problems of marine fishery ecosystem,balancing the importance and necessity of marine fishery ecosystem is the only way for sustainable development.The large number of marine fishing vessels in China,the low management level of marine fishery law enforcement and supervision departments,and the insufficient law enforcement have led to frequent illegal fishing incidents,which have caused heavy damage to the marine ecosystem.Although there are many new electronic technologies for real-time monitoring of all directions and all-weather observation of ships in the sea area,there is a certain limit to the sea scope of ship supervision in the sea area.There is still a lack of intelligent early warning for illegal fishing behaviors of ships far away from the coastline,fishing ports,fishing grounds,cross-border and poaching.The main research in this paper is to analyze the influencing factors of illegal fishing behavior through analytic hierarchy process,identify abnormal data in ship position data based on K-means clustering algorithm,and use Markov chain model to determine illegal fishing behavior of fishing boats loaded with Beidou terminal.Based on the automatic monitoring of Marine fishery ecology,the decision assists fishery law enforcement and supervision departments to effectively track and record illegal fishing behaviors,saving the human resources,time and cost of law enforcement departments.The determination of illegal fishing behaviors provides an important guarantee for fishery administration law enforcement and evidence collection,and provides technical support for the advance warning of intelligent fishery administration law enforcement and supervision.Therefore,the research on the determination of illegal fishing behaviors of fishing vessels has a very important practical significance. |
