Study On The Influence Of Marine Ranch Development On Rural Labor Return In Weihai City

Since 2005,when Shandong Province launched the action plan of fishery resources restoration,the quality of Marine environment has been significantly improved.However,in the face of abundant Marine resources,how to strengthen the sea map and explore the sea potential has become an important engine for the development of coastal cities.To develop an industry,personnel is the key.In the face of the intensified outflow of rural labor force,local governments are also introducing various policies to attract the return of rural labor force,but the effect is not obvious.As a key industry built by Weihai City,ocean Ranch has successfully absorbed a large number of rural labor force returning to their hometowns for employment and entrepreneurship in recent years,which not only promotes the rapid development of ocean Ranch,but also provides solid manpower support for industrial development.This paper focuses on the relationship between the development of Marine ranching and the return of rural labor force.In this paper,the development of Marine ranches in Weihai City is taken as the entry point,and on the basis of literature research,questionnaire survey,field investigation and quantitative analysis,the development of Marine ranches in Weihai City and the status quo of the return of rural labor force are studied,and the current development mode and situation are summarized.After applying human capital theory,hierarchy of needs theory,push and pull theory and labor transfer theory,the index system of influence of Marine pasture development on rural labor return was constructed.Through the collation of the questionnaire data and the calculation and analysis of statistical software,it is concluded that the development of Marine ranching has a significant impact on the return of rural labor force,which is mainly concentrated in three aspects,namely,employment policy environment,entrepreneurship policy environment and life impact.There are significant differences between male labor force and female labor force in their cognition of entrepreneurial policies and environment.The higher the education level,the more attention to the entrepreneurial policy environment,which is positively correlated with the entrepreneurial policy environment;Rural labor force of different age groups pay more attention to employment policy environment,and they are eager to get more employment opportunities.The marital status is positively correlated with the entrepreneurial policy environment.The better the general entrepreneurial policy environment,the more likely they are to return.Based on the actual situation of Weihai City,this paper puts forward four development suggestions,including speeding up the high-quality development of Marine pastures,creating a good employment policy environment,actively formulating entrepreneurial support policies and paying attention to the skills training of practitioners.It is hoped that while promoting the development of Marine ranching,more rural labor force can be absorbed back,so as to consolidate the achievements of rural revitalization and solve the practical problem of "hollow village" in rural areas.
