| Clear agricultural irrigation water price apportionment and sharing scale,to ensure the good operation of irrigated areas,improve agricultural water efficiency,promote agricultural sustainable development has a very important significance.The study on the apportionment and sharing of agricultural irrigation water price is beneficial to enrich the theoretical research system of agricultural water price,and can provide scientific basis for the reasonable formulation of agricultural irrigation water price.In this paper,the classification and composition of agricultural irrigation benefit are analyzed from the Angle of agricultural irrigation water utilization.The main body of agricultural irrigation water price sharing,sharing and bearing;The agricultural irrigation benefit value is calculated,and on this basis,the quantitative methods of agricultural irrigation water price apportionment ratio and agricultural water price sharing are explored.The water price bearing capacity of irrigation water users is studied quantitatively,and the agricultural irrigation water price apportionment and sharing model is established.The model was applied to Baojixia Diversion Irrigation District in Shaanxi Province and combined with the current agricultural irrigation water price in the irrigated area,the agricultural irrigation water price borne by irrigation water users planting different crops and governments at all levels was obtained.The research contents and results of this paper are as follows:(1)Agricultural irrigation water price to undertake the main analysis.Based on the multi-functionality of agricultural irrigation water,this paper analyzes agricultural irrigation benefits from the perspective of agricultural irrigation water utilization,and divides them into economic benefits(direct benefits),ecological benefits and social benefits(indirect benefits)according to the difference of benefit nature and influence degree,and analyzes the composition of agricultural irrigation benefits,which are specifically divided into:There are8 kinds of economic benefits(benefit of increasing crop yield,benefit of increasing user income),ecological benefits(benefit of conserving water source,benefit of local climate regulation,benefit of maintaining soil fertility,benefit of protecting biodiversity)and social benefits(benefit of food security,benefit of social security).Based on the classification of agricultural irrigation benefits,the beneficiaries of agricultural irrigation were identified as central government,local government,regional residents and irrigation water users planting different crops https://fanyi.youdao.com/download according to the stakeholder theory and the principle of benefit.It is proposed that the main body of agricultural irrigation water price sharing is irrigation water users and government,the main body of sharing is irrigation water users planting different crops and governments at all levels,and the main body of bearing is irrigation water users planting different crops and governments at all levels.(2)Accounting of agricultural irrigation benefit value.Based on the classification and composition of agricultural irrigation benefits,an agricultural irrigation benefit value accounting model was established by using the value evaluation method,and the economic,ecological and social benefits of agricultural irrigation in Baoji Gorge irrigation area from2000 to 2020 were calculated.From the perspective of time series,the agricultural irrigation benefit value of Baojixia Irrigation area showed an overall increasing trend,and the economic benefit increased at the highest rate.The order of agricultural irrigation benefit value was economic benefit value(452.21×10~6 yuan)>social benefit value(178.04×10~6 yuan)>ecological benefit value(71.40×10~6 yuan).(3)Study on water price apportionment for agricultural irrigation.Based on the classification of agricultural irrigation benefits and the identification of beneficiaries of agricultural water price,irrigation water users are determined to be the main body of direct apportionment,while the government is the main body of indirect apportionment.Based on the accounting of agricultural irrigation benefits,the benefit apportionment method was adopted,and the proportion of direct and indirect benefits in the total benefits was taken as the apportionment ratio,and the agricultural irrigation water price apportionment model was established.The model was applied to the study area to calculate the apportionment ratio of agricultural irrigation water price of each apportionment subject.The results showed that the apportionment ratio of direct apportionment subject(irrigation water users)ranged from 0.44to 0.72,and the annual average was 0.62;the apportionment ratio of indirect apportionment subject(government)ranged from 0.28 to 0.56,and the annual average was 0.38.Combined with the current agricultural irrigation water price in the irrigated area,it is determined that the agricultural irrigation water price of the direct and indirect subjects is 0.813 yuan/m~3 and0.499 yuan/m~3 respectively.(4)Study on agricultural irrigation water price sharing.Based on the difference of crop output value and combined with the economic benefit value of agricultural irrigation,the emergy theory and entropy weight method were used to calculate the share of agricultural irrigation water price of irrigation water users who planted different crops,and the agricultural irrigation water price sharing model among irrigation users was built.Based on the differences in the power and responsibility scales of governments at all levels,the interest demands of governments at all levels were analyzed,and the benefit sharing method was adopted to calculate the agricultural irrigation water price sharing share of governments at all levels based on the economic-ecological environment-social benefit value of agricultural irrigation,and the agricultural irrigation water price sharing model among governments was constructed.The model was applied to the study area,and the results showed that the sharing share of irrigation water price for grain and oil crops and cash crops was 0.37 and 0.63,respectively,and the sharing share of irrigation water price was 0.301 yuan/m~3 and 0.512 yuan/m~3.The agricultural irrigation water price sharing shares of the local government and the central government are0.75 and 0.25 respectively,and the agricultural irrigation water price sharing is 0.374 yuan/m~3and 0.125 yuan/m~3.(5)Study on agricultural irrigation water price sharing.Based on the relevant theories of agricultural irrigation water price carrying capacity,the index analysis method was used to estimate the water price carrying capacity of irrigation consumers,and the government agricultural irrigation water price sharing model was constructed,and the model was applied to the study area.The results showed that the water price carrying capacity of irrigation water users planting grain and oil crops and cash crops were 0.201 yuan/m~3 and 0.317 yuan/m~3,respectively,and the government should give agricultural irrigation water price sharing was0.100 yuan/m~3 and 0.195 yuan/m~3.Combined with agricultural irrigation sharing and water sharing,it can be concluded that irrigation water users planting grain and oil crops should bear the agricultural irrigation water price of 0.201 yuan/m~3,and irrigation water users planting cash crops should bear the agricultural irrigation water price of 0.317 yuan/m~3.The agricultural irrigation water price that the local government should bear is 0.595 yuan/m~3,and that the central government should bear is 0.199 yuan/m~3.
